Neomail Emmie a list of items you would like, but in certain price ranges, 1-1000NP, 1000-5000NP, and 5000-15000NP, and 15000+ NP
IE A sample neomail to Em would look like this:

1-fluffy cybunny slippers, 2-purple negg, 3-kiko transmogrification potion, 4-halloween koi plushie. Thanks!

Em would then send that to whomever gets picked as that person's Holiday Buddy (the person who is buying them a gift), and the Holiday Buddy Picks one of the items that they can afford to give and buys it for that person.
For example if that was my list and Pixy was chosen as my Holiday Buddy, say she had under 1000NP to spend, she would buy fluffy cybunny slippers for me.
She would then send that gift for me to Em, who would then send it to me so that it's a surprise
This way everyone can participate, no matter how much or how little NP they have. Besides, it's the thought that counts!
