NAHP Hockey Pool Rules

Version 4.0 Amended August 2000

Section 1 - Drafts

1.1 - The Original Draft

Each GM will be given 5 million dollars. Out of the original list of 170 players, each GM will pick up to 15 players by placing a bid on each player. Highest bidder wins the player. Bidding rounds continue to all teams have filled their rosters.

1.2 - The Original Draft Email Procedure

The original draft will be conducted online, on September the 17th, 2000 (for the season beginning October 2000 to June 2001), using ICQ and email. Once everyone is confirmed as being online, each GM must submit all parties a list of 5 players they wish to bid for. Once a bid sheet is sent, the GM must return to the chat room to await all of the other GM’s. Once all of the GM’s have touched base in the chat room, each GM may open all the email bidding sheets and calculate which of their bids came through. The procedure is repeated two more times (for a total of 15 bids), and then the GM’s, based on how many players they need, can send in bids with an X number of players listed.

1.3 - Eligible Players

Eligible players available in the draft are listed on a spreadsheet available to all of the GM’s weeks before the draft. The list includes those players, defence men and forwards, who have played at least 60 games and have accumulated 25 points or less during the 1999-2000 season.

1.3b - Goalies

There will be NO goalies drafted in the "new" NAHP pool.

1.4 - Bids

A minimum bid of $100,000 is required for all players. Such financial restrictions also applies to free agency bids. Bids can be made in denominations of $10,000 minimum. (ie: Team A bids $130,000 for player X while Team B bids $210,000 for the same player). The salaries or in this case winning bids are salaries that are a one time fee, valid for the full 3 years. They do not need to be re-negotiated at the end of each season. Thus, if you pay player X (you won the bidding war on this player) $250,000, that is the one time sum he is paid. You receive ½ of his salary ($125,000) if the player is ever dropped at the end of the year or is dropped for a new Free Agent. Please check out section 3 for rules regarding Free Agents.

1.5 - Playoff Waiver Draft

At this time, the original GM’s have decided against any supplementary/waiver drafts before the playoffs.

1.5b - Expansion Draft

If it is unanimously decided that another team should enter the league, rules for an expansion draft will be unanimously decided at that time.

1.5c - New Season Enhancement Draft

At the end of the season and playoffs, there will be an expansion draft for the upcoming 2001-2002 (NAHP Season 2) approximately 2 to 3 weeks before the new season. The expansion draft will allow a team to drop a maximum of 5 players (and thus you will receive ½ of the dropped player’s salaries) and thus can make bids for a maximum of 5 players. Draft rules remain the same as the Original Draft.

Players in next years draft will have point and game criteria decided via unanimous vote by the G.M's (example everyone will decide that next year's draft pool will include players with 30 points and at least 60 games)

Section 2 - Rosters

2.1 - Basic Rosters

Each team will be allowed to have 15 players on their roster. This includes 10 starting players and 5 players in the minors. Only ten players can be dressed per month, with the other 5 benched players not accumulating points for that month. Thus, only dressed players can accumulate valuable points. Rosters are changed at the start of each month. There must always be 10 dressed players.

2.1b - Roster Date

Your complete roster, including FA pickup, appropriate scratches and additions, and trades, must be emailed to all the GM’s by the 10th of the month starting in October 2000. Please check the dates section for a complete listing of appropriate and important dates.

There is a $100,000 fine for a late roster (mentioned  later in 5.1)

2.2 - Minors

The 5 players in the minors can include one newly acquire Free Agent. For more on free agency, please check the Free Agency Section - Section 3.0.

2.3 - Playoffs and Rosters

Rosters can be rotated on a monthly basis during playoffs but no trades or free agency transactions can be made. If a team has less than 10 eligible playoff players, then no rotation is needed, simply dress the players available.

Section 3 - Free Agency

3.1 - Free Agency Listing

After the original draft, there are several players who remain unclaimed. These players automatically become Free Agents and are placed in the Free Agency pool. Starting in November, each GM will be able to make one bid for a Free Agent. Such a bid can be made once per month until the end of the season when trades and bids halted. (Such a deadline has yet to be determined).

3.2 - Free Agent Bids

When bidding for a Free Agent, there are several procedures that must be followed.

A Free Agency bid, in the form of an email, must be sent to all the GM’s no later than midnight local time on the 7th of the month. This begins in November.

The email must follow the following specific requirements.

- the subject line must read FREE AGENT BID, DO NOT OPEN! Until XX 8th. The XX being the month.

- the email must be sent to all of the GM’s simultaneously.

These Free Agency bids cannot be opened until 8am the following day, which is the 8th.

Once all the bids are opened on the 8th, each GM can deduce if they have acquired their Free Agent based on all the bids. If your bid is the only bid for player X, you automatically win that player. If you are outbid by another GM for player X, you have failed to acquire a Free Agent that month. Your team remains the same. (Please see section 3.4 for the NEW FA Quick Pick Option).

3.2b - Free Agent Bids MUST Be Done

In order to address time zone differential between GM’s, every player must submit a Free Agency bid on the 8th. However, your bid can be a bogus bid, meaning you can bid $0 for "no one" if you do not wish to actually acquire a Free Agent. Thus, each month there will be FA bids from all the GM’s, but not all will be legitimate. Bogus bids must follow the above email protocols.

3.3 - I Got My Free Agent, So Now What Do I Do?

If you have acquired a Free Agent, you have a couple of decisions to make.

You must announce via email your Free Agent pickup immediately. Please email everyone on the 8th explaining your failed or successful FA bid. This is important.

Which player will you drop for your team to make room for the FA? Any player on your team can be dropped to make room for a newly acquired FA. When dropping a player

you automatically are reimbursed ½ of that player’s salary. That money is automatcially put in your account. PLEASE NOTE, YOU MUST HAVE THE APPROPRIATE FUNDS TO BID ON AN FA WITHOUT ACCOUNTING FOR THE ½ SALARY PAYBACK.

3. Once your FA is acquired, he must spend at least one month in the minors before being inserted in the starting 10 man monthly roster. This is done so that an FA does not make an immediate impact but a gradual change. Thus, if one is able to pick up a FA, there monthly roster will look like this:

A Roster Template will be distributed on a monthly basis before the players lists are due.  This will allow for easy administration.

3.4 - Free Agent Quick Pick Option *NEW*

If your Free Agent bid fails, there is one final option you may use to acquire a Free Agent. After all the bids and acquisitions have been announced on the 8th, and after you have realized your bid did not work, you may pick one Free Agent from the remaining Free Agents for the lump sum of

$1,000,000. This option must be exercised no later than the 9th, after all the previous Free Agent email acquisition reports have been received.

Section 4 - Trades

4.1 - Trades

Trades between teams can be made at any time during the month or season (excluding the playoffs). If a trade is made in the middle of the month, a traded player assumes the role that he previously had on their respective teams. Thus, an active player can become inactive if said player replaced an inactive player. Trades must be publicized to all GM’s. In terms of funds, the newly acquired player’s salary (or the difference in the salary) is accounted for. Please bear this in mind.

4.1b - Trades II

Trades made on the 10th, roster day, can be allocated to either the minors or the starting lineup.

4.1c- Trading Free Agents

If a Free Agent who is bracketed (still under the 1 month minor league probation rule outlined in section 3.3), then that player shall remain bracketed with the new team until the probation period is over.

Section 5 - Penalties

5.1 - Penalties

If a team fails to meet any of the deadlines, including roster changes and Free Agency, without notifying the rest of the league, the GM and his team will face a $100,000 penalty.

5.1b - Penalty Escape Clause

If A GM fears he will miss one of the deadlines because of illness, vacation, or technical problems, he must notify at least one other GM of such a circumstance. That informed GM must notify the rest of the league and further actions will be decided in such a case. No penalty will incur if this escape clause is used. A phone and email list will be given to all GM’s for ever such a purpose.

5.1c- How To Escape Penalty

If you know you will be away, send your rosters early and FA bids in early. Send two rosters, one assuming your FA bid was accepted and one assuming it failed. You can also attach a Quick Pick FA $1,000,000 bid to your email as well if you wish. Please follow proper email protocols.

Section 6 - Deadlines

6.1 - Important Dates and Monthly Deadlines

September 17th, 2000 - Draft Day

October 2nd - NHL Season Begins

7th of every month - FA bids, bogus and legitimate, are required to be emailed

8th of every month - FA bids can be opened at 8am local time, no earlier.

9th of every month - Quick Pick Free Agency bid required

10th of every month - Rosters are due to all GM’s via email

No free agency acquirements can be made can be made beyond April 10th, 1998.

Section 7 - Points

7.1 - Point Allocation

Goals and assists are equivalent to a point each. The total points accumulated during the season by active players are used to determine a winner.

Section 8 - Responsibilities

8.1 - Responsibilities

Each GM will be responsible for keeping track of their own team and certain league responsibilities. These league responsibilities will fluctuate from season to season and playoff to playoff.

8.2 - Decisions

All decisions in this league regarding rules and disputes will be voted on with only unanimous decisions passing.

Section 9 - Financial

9.1 - NAHP Currency Tabulation

Each team’s finances will be tabulated and calculated by one league accountant. That one accountant, presently the GM of the Victoria Blitz, is bound by the NAHP’s Morality and Ethical codes which assure that all funds will be kept honestly and accurately to the best of the accountant’s ability. Monthly email updates will be sent to each GM stating their current teams balance. These can be requested at any time.

9.2 - NAHP Currency Bonuses

Although the season and playoff winners receive Cdn. Currency pots, there are monthly winners who receive NAHP currency funds. The team that accumulates the most points for the month receives a bonus of $300,000 in NAHP currency. Second place receives $200,000 and third place receives $150,000. The other teams receive an automatic $100,000. Thus every team receives at least $100,000 bonus per month. These monies are added to the team account. THESE MONIES CANNOT BE USED TO GO TOWARDS AN FA BID. THEY ARE RECEIVED ON THE 10TH OF THE MONTH.

9.3 - Canadian Funds Entrance Fee and Pot

The winner of the regular season receives $30 from each GM and the winner of the playoffs receives $20 from each GM. A running tab will be kept due to geographical distances and current debts. Thus, each team must pay $50 a NAHP season to partake in the playoff pool. Therefore the pot is subject to change based on the number of GM’s in the league.

A spreadsheet detailing the yearly winnings will be listed on this NAHP website after year.

Section 10 - Contracts, Time, Team Names, and Coaching Staff

10.1 - Contract and Time

Each GM must agree to remain in the hockey pool for at least the first 2 years. The pool will go on for a maximum of 3 years. At that point, the league will restart in 2003-2004 and the GM’s who decided to leave after year 2 are welcomed back pending league approval. If a player decides to quit after 2 years, his players are put back in the Free Agency pool and are available for the upcoming Enhancement Draft.

10.2 - Team Names

Since this pool originates back to 1997, there are team names which are copyrighted. The Victoria Blitz, the Sacramento Bottom Feeders, and the Blind River Roadkill and all their minor league affiliates, stadium names, and other names are copyrighted. The original GM’s do have the option of continuing the usage of these names.

10.3 - Team Name II and Coaching Staff

Each GM is required to assign a name to his NAHP team, his minor league team, and he must name a coach. Other names such as assistant coaches, goaltender coaches and so on can also be added - this up to the discretion of the GM. Team names must represent a Canadian or American city where there is currently no NHL nor NAHP team. Coaching staff must be made of individuals who are not coaching in the NHL/NAHP at the present time
