The Legend:
Legend has it this Pokemon was the Guardian of the Sea.  The ancients living on nearby islands worshiped this Pokemon, calling it to them with a song played on a conch shell.  The beast spent most of it's time deep under the surface of the sea, beacause of it's awesome powers, but ocasionally emerged, usually causing violent storms in it's wake.

Thousands of years later, Lugia was called from the depths of the ocean once more to quell the fighting of the three Pokemon; Articuno, Moltres, and Zapdos.  The song failed, and all harmony on Earth was disturbed.  Then, Lugia emerged from the sea to assist Ash Ketchum in forfilling his destiny and collecting the three magical Orbs, who's power could stop the fighting and restore harmony on Earth.

The Pokemon:
Lugia is one Pokemon worthy of the title "Legendary."  It is not limited only to attacks of it's Type, but can learn TM's and HM's of nearly all the Pokemon Types in the game.  At a high level, this Pokemon could very well be all but invincible.
