2 Dead, 13 injured after fatal shooting in California High School
Suspect Arrested: San Diego Police
take Charles "Andy" Williams, 15,
into custody after shooting.
SANTEE, Calif. (AP) — An "angry young man" fired randomly at fellow students, killing two, and had eight bullets left in his gun when police cornered
him in a school bathroom, investigators said Tuesday. Friends said the scrawny 15-year-old freshman accused in the nation's latest high school bloodbath
talked about his plans over the weekend, and they took him seriously enough to pat him down before classes started Monday. One adult even warned
Charles Andrew "Andy" Williams not to commit "a
Columbine," and tried to call the boy's father but didn't follow through.

Bush alters Clinton's Policy on North Korea
by Barbara Slavin, USA TODAY
WASHINGTON — In a significant shift from his predecessor, President Bush plans to slow down talks with North Korea on curbing its missiles and will focus instead on reducing
conventional arms on the Cold War's last battleground. Bush administration officials say the president plans to discuss the new emphasis with South Korean President Kim Dae Jung, who
arrives Tuesday and is to see Bush on Wednesday. The administration is concerned that President Clinton appeared too eager to clinch a flawed deal with North Korea in an attempt to
secure a foreign policy legacy during his final weeks in office. Clinton, in the end, gave up hopes of a deal and a historic visit to North Korea and shifted to what proved to be an equally
fruitless effort to achieve Israeli-Palestinian peace. Bush administration officials believe conventional disarmament will bring a more tangible reduction in tensions on the Korean peninsula
where the United States still maintains 37,000 troops. Both Koreas are concerned that Bush will adopt a tougher stance toward North Korea.
