| On this day, Saturday, August 7th, 1999, we the Garou Population of Arizona, entrust the lands of Phoenix and it's surrounding territories, here on to be known as "The Valley" to the Prince of the Kindred Population of the Valley. Be it known that this is an understanding between the Wyld and the Wyrm. The lands outside the Valley will belong to the Garou and the Garou Nation only. The city and it's boundaries will not increase past the size set forth this day, and the Kindred of the Valley and their Prince will actively work to maintain the cities and boundaries set forth previously. Safe travel outside the city will not be guaranteed for any Kindred or their servants. If no Prince of the Valley can be found, then this Covenant shall be broken and the Garou and the Garou Nation will have the right to claim possession of the Lands of the Valley. We, the undersigned, do hereby swear to this Covenant and shall actively work to maintain it and all it's tenets.
