The Phoenix 9-11, is a two-part
aircraft navigational system intended to prevent aircraft from colliding
with structures such as large buildings, nuclear power plants, bridges,
stadiums, broadcast towers, or other selected landmarks based on
national security and aviation safety interests. One part of the Phoenix
9-11 would be a global positioning system (GPS) navigational beacon to
be located on the landmark. The navigational beacon would transmit in an
omni directional pattern (360 degrees, uniform emission distribution).
Encoded information on the beacons signal would identify the landmark's
latitude, longitude, elevation and protected/prohibited flight zone
status. The landmark beacon data would be highly precise and could be
used for general navigation purposes. However the status of the beacon
signals protected/prohibited flight zone status would be used together
with a companion GPS-based aircraft navigation system to automatically
redirect the aircraft around the pre-defined perimeter of the identified
prohibited flight zone. This GPS-based navigational system would be the
second part of the Phoenix-911.
This re-direction of the aircraft could be accomplished whether the aircraft was on autopilot or manually piloted. The system would include multiple navigation warnings to pilot aircraft as they approached a protected airspace. The GPS-based aircraft navigation system also communicates with other similarly equipped aircraft. Therefore, it would be able to avoid mid-air collisions as well. The Phoenix 9-11 will work, functioned as designed and accomplish its objective. It's manufacture will encompass existing technology and make use of relatively standard materials and manufacturing processes.
