Rwanda : the RPF regime is creating a chaotic atmosphere before the presidential and legislative elections. With just a few months away from the referendum, parliamentary and presidential elections, the Rwandan government is doing all it can to steer unrest both in the country and in the sub-region. For months now, the government has been making accusations against our neighbors; Uganda and Democratic Republic of Congo for supporting the Rwandan opposition. Within the country, the government is arresting people both civilians and army officers who hold or are suspected to have opinions different from those of RPF mainstream. The leaders of the Mouvement Démocratique Républicain (MDR) are harassed while others have been advised to flee the country. Recently, through public statements, interviews, press conferences and public debates, government officials have successively and excessively accused Uganda and the D.R. Congo of aiding Rwandan opposition groups for a military action against the ruling regime. While Rwandan Democratic Alliance (RDA) cannot speak on behalf of foreign governments namely of Uganda and DRC, since RDA has featured in many of those allegations, we would like to set the record straight on our part: -RDA has never received any political, military, material nor financial assistance from any of the above countries not from any country within or outside the Great Lakes sub-region. The RDA leadership is not aware of any secrets contacts carried on by any officials or security personnel of the accused countries and the opposition organizations. The only support rendered to RDA has been from Rwandans both in the country and in the Diaspora. -Accusing neighbors of arming RDA for purposes of fighting RPF/A is over-stretched imagination on the part of the Rwandan government since, RDA has not adopted nor contemplated a military option as a means to solve national problems. -RDA believes that it is important to participate in the democratic process in spite of limitations and roadblocks set by the RPF government. In pursuit of this objective, RDA has been consulting other democratic opposition groups on the issue of creating a common front to oppose entrenchment of the RPF dictatorship. The success thus made, is a result of efforts and will of individuals and groups who share the vision of transforming Rwandan society through democratic channels. Ever since its creation, RDA has advocated peaceful and democratic means to solve Rwandan political problems on the other hand, RPF government has conducted itself as an occupying authority, suppressing with maximum military force any democratic expression. Whereas the government has put on a façade to show the absence of discontent, they have no confidence and trust of the people to allow a peaceful democratic process. The accusations leveled against neighboring countries are therefore to create a chaotic atmosphere so they can manipulate the democratization process so as to produce their desired results or at worst, suspend the entire exercise.
