General Membership Meeting Minutes

12 March 2006

Note: At the end of the Chaplain’s Opening Prayer, he requested we remember the One-Year Anniversary Death of two of our former members: Daniel J. Burns (7 March 2005) and George D. Baxter (20 March 2005).

Post Commander Raymond Jones convened the meeting at 10:05 A.M.

Roll Call of Officers: Commander/Service Officer Jones, Judge Advocate H.J. Hardy, Chaplain John Welsh III, Sergeant-at-Arms/Adjutant Larry Wade, and General Manager Sean McHale were present. First Vice Commander Lafayette Donaldson, Second Vice Commander David Butler, Finance Officer Walt Howard, Public Relations Officer Dennis Drazkowski, Fil-Am Officer Ernesto Sabado, Historian Thomas Anderson, and Kitchen Manager Jerry Bristle were absent.

A motion was passed to accept the minutes of the 12 February 2006 General Membership Meeting subject to corrections.

Introduction of Guests and Prospective New Members: There were no guests present. Prospective New Member Vicente L. Pereyra was introduced.

Finance Report: Adjutant Wade read the American Legion Post 123 Financial Report for February 2006. A motion was made and seconded to accept the Financial Report subject to audit. No discussion. The motion was voted upon and the Financial Report was approved subject to audit.

Membership Report: Commander Jones reported that we have 222 paid-up members: 131 Post Life Members, 73 Annual Members, and 18 Paid-up-for-Life Members. This is 94% of Legion Year total of 234.

Balloting on Applications: Vicente L. Pereyra and Delfin M. Santos were balloted. A motion was made and seconded to accept them into the Post. No discussion. The motion was voted upon and approved.

Sick Call, Relief and Employment: Legionnaire John Tatum’s recovery continues to go well at home. Legionnaire Howard “Dick” Lannon’s knee operation went well. He is at home using crutches and/or a cane. Post Public Relations Officer Dennis Drazkowski is still receiving Physical Therapy three times a week at Philippine International Hospital (PIH). He is walking more with a cane and using his wheelchair less. Legionnaire Don Scott has been in and out of ICU at Our Lady of Mount Carmel Hospital. He is currently at home.

Post Service Officer’s Report: Veteran Michael Ray Hilbert passed away Friday afternoon February 17, 2006 from a massive heart attack. He lay in state at Indiongco Funeral Home from February 18-22. On February 20, Service Officer Jones and Sergeant-at-Arms Wade draped the coffin with the U.S. flag which Post 123 provided. The Vietnam Veterans of America Chapter 887 Memorial Service was held at Clark Cemetery on Wednesday, February 22 at 9:30 A.M. immediately preceding the VFW Post 2485 graveside service at 10:00 A.M. Mike was the Founder and the first President of VVA Chapter 887. He also was a former member of Post 123.

Unfinished Business:

Post Constitution and By-Laws: They have been approved by Department and will be posted as soon as possible.

Canteen Employees Rules: The Board of Trustees Chairman William Brown and Vice Chairman Rene Carpenter have developed a draft copy of some of these rules which have yet to be reviewed and discussed. The General Manager and Kitchen Manager need to submit their copy of these rules. Item open.

The full-page advertisement of the Post to be printed in the 86^th Annual Philippine Department Convention Yearbook along with the payment(P1,500.00) for the advertisement was hand carried to Department yesterday(Saturday, March 11).

Donation Report: General Manager McHale reported that he has collected $800.00(Dollars and Pesos). He said he is expecting another $300.00. It was suggested to ask for donations from our members outside of the Philippines or other American Legion posts outside of the Philippines. American Legion Post 68 in Berlin, Connecticut has volunteered to help us.

New Business:

Employee of the Quarter (January-March 2006): This individual will be chosen at the April 4, 2006 Post Executive Committee Meeting.

American Legion Post 123 Memorial Day Annual Raffle Tickets (2006): Five Hundred books have been ordered and received at a cost of P2,900.00. These tickets can be sold in-house and outside of Angeles City at this time. They cannot be sold in Angeles City until April 1, 2006.

Proposal: Kitchen Manager – A Kitchen Manager Proposal from Kitchen Manager Jerry Bristle has been received and has been reviewed & discussed at the March 7, 2006 Post Executive Committee Meeting and at today’s(March 12) Board of Trustees Meeting. Further discussion of the Proposal is needed before a decision can be made. Item open.

The 86^th Annual Convention of the American Legion, Philippine Department: Plans are being executed for this event. The Post along with five of our members will be receiving awards.

Good of the American Legion:

Raffle Tickets: The following raffle tickets are available for sale here at the Post: FRALICS 2006 – P20.00 each or P200.00 for a book of eleven tickets. Drawing at 17:00, April 9, 2006. Disabled American Veterans Chapter 3 – P25.00 each or P250.00 for a book of eleven tickets. Drawing at 10:30, April 14, 2006. American Legion Philippine Department Annual Raffle – P20.00 each or P200.00 for a book of eleven tickets. Drawing on April 22, 2006.

A sign has been posted in the Post foyer: PARKING OF MOTORBIKES IS STRICTLY FORBIDDEN DUE TO FIRE HAZARD.

Vietnam Veterans of America Chapter 887 Social and Installation of Chapter Officers: This event will be held in the Post Social Hall on Thursday, March 16, 2006 beginning at 2:00 P.M. Come out and socialize with your fellow service organization.

Customer Credit: A question was raised. Why does the Post allow credit? At the present time, it is a large source of our income (when it is paid).

Commander Jones closed the meeting at 10:43 A.M.
