General Membership Meeting Minutes

                                                               13 November 2005

 

Post Commander Ray Jones convened the meeting at 10:00 A.M.

 

Roll Call of Officers: Commander/Service Officer Jones, First Vice Commander/Public Relations Officer Dennis Drazkowski, Second Vice Commander/Kitchen Manager Jerry Bristle(Absent), Finance Officer Walt Howard, Chaplain John Welsh III, Judge Advocate H.J. Hardy, Sergeant-at-Arms David Butler, Adjutant Larry Wade, General Manager Sean McHale, Fil-Am Officer Ernesto Sabado, Historian Thomas Anderson(Absent), and Communications Officer(Vacant).

 

Introduction of Guests and Prospective New Members: Sergeant-at-Arms Butler introduced Mrs. James L. Frisby Sr. and party of four as guests. There were no prospective new members present.

 

A Post Memorial (Post Everlasting) was performed for departed Post Member James L. Frisby Sr.

 

A motion was passed to accept the minutes of the 9 October 2005 General Membership Meeting subject to corrections.

 

Finance Report: Finance Officer Howard read the American Legion Post 123 Financial Report for October 2005. A motion was made and seconded to accept the Financial Report (subject to audit). No discussion. The motion was voted upon and the Financial Report was approved (subject to audit).

 

Membership Report: Membership Chairperson Drazkowski reported that the Post currently has 190 Paid-Up Members for Legion Year 2006 (130 Post Life Members, 43 Annual Members, and 17 Paid-up-for-Life Members). On October 13, 2005 Department was contacted regarding Legionnaire Charles L. Morgan as our 18th Paid-up-for-Life Member. Department said they would send us a reply via E-mail. No reply has been received. We will continue to follow-up. The 190 Paid-Up Members is 81% of Legion Year 2005 total of 234 Paid-Up Members. We have 122 Members yet to transmit (P109,800) and we will accomplish this no later than 20 December 2005.

 

Balloting on Applications: Rogelio Hugo Bolina, James M. Hebron, and Walter D. Rainey were balloted. A motion was made and seconded to accept them into the Post. No discussion. The motion was voted upon and approved.

 

Sick Call, Relief and Employment: Adjutant Wade reported that Post Life Member John Tatum is in Philippine International Hospital (PIH – Room 226). John has terminal cancer and if possible please visit him.

 

Post Service Officer’s Report: Post Service Officer Jones reported that Post Member James Frisby passed away on 10 October 2005. Services were conducted for him by the Post at his residence in Mt. View on 13 October 2005. Post Members in attendance were: Commander Jones, Chaplain Welsh, Sergeant-at-Arms Butler, Finance Officer Howard, Adjutant Wade, General Manager McHale, Post Members Jim Boyd, Lafayette Donaldson, Larry Geisler, and Oscar Richardson. He was cremated on 14 October 2005 and his ashes are at his residence.

The Post has received a new shipment of U.S. flags.

 

Unfinished Business:

1. Post Constitution and By-Laws, Post House Rules: They have been reviewed by the Legal Committee and have been posted on the bulletin board since the last General Membership Meeting. A motion was made and seconded to approve them. No discussion. The motion was voted upon and approved.

 

2. Labor Board: Commander Jones and wife, Kitchen Manager Bristle, and Mrs. McHale went to the Labor Board on Tuesday, 11 October 2005. A settlement with the Complainant was reached avoiding continuous trips to the Labor Board and because our attorney failed to provide our rejoinder which was given to him two weeks prior. The Complainant was asking for P100,000.00 but settled for P13,000.00. This was out-of-pocket money paid by Commander Jones and Kitchen Manager Bristle. A motion was made, seconded, voted upon, and approved at both the Post Executive Committee Meeting on 8 November 2005 and the Board of Trustees Meeting on 13 November 2005 recommending that Commander Jones and K.M. Bristle be reimbursed.

A motion was made and seconded that Commander Jones and K.M. Bristle be reimbursed. No discussion. The motion was voted upon and approved.

 

3. Nominations – Comelec Chairperson Lafayette Donaldson opened Final Nominations for Post Officers for 2006 with the following results:

 

Post Commander – Raymond Jones (Accepted). No other nominees. Adjutant Wade will cast one unanimous vote for Raymond Jones for Post Commander.

 

Post First Vice Commander – Lafayette Donaldson (Accepted). No other nominees. Adjutant Wade will cast one unanimous vote for Lafayette Donaldson for Post First Vice Commander.

 

At this time, William Brown took over as Comelec Chairperson.

 

Post Second Vice Commander – David Butler (Accepted). With this nomination, Legionnaire Butler is removed as a Sergeant-at-Arms nominee. No other nominees. Adjutant Wade will cast one unanimous vote for David Butler for Post Second Vice Commander.

 

Post Finance Officer – Walt Howard (Accepted). No other nominees. Adjutant Wade will cast one unanimous vote for Walt Howard for Post Finance Officer.

 

Post Chaplain – John Welsh III (Accepted). No other nominees. Adjutant Wade will cast one unanimous vote for John Welsh III for Post Chaplain.

 

Post Judge Advocate – H.J. Hardy (Accepted). No other nominees. Adjutant Wade will cast one unanimous vote for H.J. Hardy for Post Judge Advocate.

 

Post Sergeant-at-Arms – William Brown (Declined), Larry Wade (Accepted). No other nominees. Adjutant Wade will cast one unanimous vote for Larry Wade for Post Sergeant-at-Arms.

 

 

Five-Year Board of Trustee (BOT – American Position) – Eugene Flantroy (Accepted), William Brown(Accepted). No other nominees.

 

Five-Year Board of Trustee(BOT – Filipino Position) – Antonio Abuy (Accepted). No other nominees. Adjutant Wade will cast one unanimous vote for Antonio Abuy for Five-Year Board of Trustee (BOT – Filipino Position).

 

Nominations were closed. Election Day will be on Sunday, December 11, 2005 at the Post Home from 10:00 A.M. until Noon. There will be no General Membership Meeting that day.

 

New Business:

1. The American Legion National Commander Thomas L. Bock and Party will be in Angeles City on Sunday, December 4, 2005. The Post will be a co-host along with Post 4 and Post 10. A wreath-laying ceremony at the Clark Cemetery will be followed by a short visit to Post 123 and then a luncheon at the Century Resort Hotel. The reserved luncheon time is from Noon until 4:00 P.M.

 

2. Alcoholics with a Mission(AWAM) Santa will pass out presents to 200 needy children on Saturday, December 3 here at the Post Home starting at 10:00 A.M. Tickets will be passed out to “poor” children prior to the event. ONLY THOSE POOR CHILDREN WITH TICKETS WILL RECEIVE GIFTS.

 

Good of the American Legion:

1. First Vice Commander Drazkowski said the Post needs to start raising funds other than asking for donations. Always asking for donations hurts the image of the American Legion.

 

2. American Legion Post 123 will serve their Thanksgiving Dinner on Thursday, November 24 from 9:00 A.M. until it’s gone. Cost = P185.00. Menu: Turkey, Mashed Potatoes, Stuffing, Cranberry Sauce, Gravy, Vegetable, Roll and Butter.

 

3. The Post weekly “You Pick Them” NFL Football Pool and NFL Squares Pool continue to create revenue for the Post in addition to being financially beneficial for the winners and fun for all participants.

 

4. Fourteen Handicapped Children from The Dominican Social Action and Pastoral Ministry Facility in Porac, Pampanga have been invited to the AWAM Santa event here at the Post Home. They are sponsored by Vietnam Veterans of America Chapter 887 Angeles City.  VVA thanked the Post for its support.

 

5. Sergeant-at-Arms Butler deserves our gratitude for his dedicated work in the following areas: 1) Upgrading two of our flag pole stands including putting castors on one for easy mobilization 2) Making a rifle stand base for our rifles which are used for our Post Memorial (Post Everlasting) ceremonies 3) Purchasing a new U.S. flag, new Philippine flag, and new Post 123 flag and attaching new flag fasteners to the flag poles 4) Upgrading our National Anthems (Both U.S. and Philippine) and Taps. The National Anthems and Taps were put on quality compact discs.

 

6. Employee Melba Afable won Employee of the Month for the month of October.

 

Information:

1. The Beagles Organization will serve their Pre-Thanksgiving Dinner on Saturday, November 19, 2005 beginning at 5:00 P.M. at the Dog House. Cost = P100 for adults and P50 for children under age 10. Menu: Roast Turkey and Baked Ham & all the trimmings.

 

2. The Vietnam Veterans of America Chapter 887 will hold its monthly social on Thursday, November 17 at T Times Bar at 2:00 P.M.

 

Commander Jones closed the meeting at 11:10 A.M.
