This was an incredibly mediocre movie. It wasn't anything special, definitely, but it wasn't especially boring. I did like the idea of a futuristic "Treasure Island," but I think it didn't come out as well in a movie as it did in an idea for a movie. Which may explain why the movie was planned in '86 and made in '03.
