Introduction:
Human being is special creature of God. God created everything in the earth by just saying. But, He made man in His own image. Unfortunately, man fall from His sight. Man disobeyed His command. After that, all kinds of evil nature enter into the man. The son of first man murdered his own brother. The various types of crimes were increasing from that day.
Man is the social being. He lives in society. People made norms and values for the betterment of society. The country also regulated rules and laws to rule the country. People must obey and walk in a way what rules and laws of country told. But, due to evil nature of mankind, most of the people, by force or by desire, disobey the norms and value of country. They choose shortcut to earn money. For this contradiction, prisons were born to improve the behaviour of criminal and to protect the rules and laws of country.
Prison is a confined area bounded by stone walls and steel bars. In fact, it is established to change the behaviour of criminal, but, what we see that, it is 'hell-hole' where the aura of dehumanization is pervasive. It is the worst place of world with decaying human spirit and hopelessness in their eyes. The view of society is always negative to the offender. They want to live far apart with offender as much as possible. The offender lost their social status.
They were completely rejected from the society. They rarely get job opportunity in government and non-government offices. Yes, by knowingly or unknowingly, they done mistakes and now, they want to repent those mistakes. But, society did not allow them to give chance. It creates mental shock and additional tension to them. It is often difficult for offender to live normal life in society as before and to establish personal career after they were released from a prison. These environment force them to go for crime repeatedly.
In other hand, most of the prisons are converted into 'crime-colleges' where they learn/share criminal work, ideas, tricks with each other so they are better equipped not to get caught next time. The sad truth is that most ex-prisoners will soon drop the prefix 'ex' and return to the penal system. Once people has done the crime and imprisoned, he will not hesitate to do crime for second time if he could not get any other business to survive. So it is greatest challenge for society to rehabilitate those offenders and reduce crimes from the society.
Every person wants to live good and respectful life but by force they have to do evil work. It is important to stop these evil works by giving various kinds of skill oriented and income generated trainings so that they can live on their own feet. Internalizing all these thoughts, Victim Support and Rehabilitation Program establish Model Rehabilitation Center at Gothatar VDC Ward No. 8, Kathmandu district.
The construction of Model Rehabilitation Centre building was started from 16th January 2000 and completed on 28th February 2002. The building is three storey with altogether 14 rooms and additional training hall.

Vision:
To support, train and counsel to ex-prisoners and prisoners family to uplift their living standard and rehabilitate in their own society.

Objective:
1. To encourage the offender by giving different kinds of skill oriented technical training so that they can live respectful life as before in society without harassment and helplessness.
2. To create self-confidence for better living by taking repentance of knowingly and unknowingly doing mistakes and crimes.
3. To motivate to do good work and walk in good way in God's fear.
4. To support by skill oriented training for the needy family members of prisoners for the upliftment of their living standard.

Activities:
1. Tailoring: Tailoring is the first unit established in the center. We had purchased 3 ordinary sewing machine, 3 sewing machine with electric motor, a juki (high speed) machine and a inter lock machine. All other essential tools and materials to run the tailoring training unit were also purchased by our source. The first session of tailoring training was started from September, 2001. During 6 months period, the trainees learn all kinds of casual and seasonal wearing in Nepal for both man and woman such as shirt, pants, 'daura surwal' (Nepali dress), underpants, 'Kurtha', 'Midi' (women's wear) apron, feeder, bonnet, Baba suruwal, Baba Bhoto, Jangiya, Baby frock, Umbrella frock, Peticoat, Blouse, Nepali Cholo, Paijama, coat etc.
2. Social Counseling: Released prisoners and prisoners families were suffered from simple to complex mental depression, shock and tension. Counseling is the most important to get relief from those mentally tension. They must repent from inner-heart to live and work in good way if they want to be a normal citizen and live respectful life. Counseling helps them to walk in good way. So, we have started counseling classes for trainees. It helps them to utilize their skill and knowledge effectively in competitive market. They can live normal life as other simple citizens.
3. Electronics and Electric wiring: Electronics and electric wiring is the second unit started in the center. The electronics & electric wiring course will be completed within 6 months (4 hours per day). The first session of this unit was started from April 10th, 2002. All the essential tools and materials required for training were purchased by our own source. During 6 months, the trainees' can able to maintain Radio, TV, FM radio, VCD, VCR, water pump, house wiring and fitting etc.
4. Kitchen garden: Nowdays, it is likely impossible to get fresh, clean and pesticides free vegetables in Kathmandu valley. Pesticides free vegetables are essential part of healthy life. The center internalize the statement and establish kitchen garden of 400m2 inside its compound plus 500 m2 in lease. Trainees contribute their an hour time each day in kitchen garden for their sound physique. Vegetable gardening is both art and science where technical knowledge as well as creativity is also essential part to get effective output. So, people can enjoy during the working time in kitchen garden. We are growing different kinds of seasonal vegetables in the kitchen garden. We have plan to not use any pesticide, if needed only using herbal treatment to make pesticide free vegetables. The garden has starting supply fresh and pesticide free vegetables for trainees. We consume those vegetables both in training center and children home.

Training Period
1. Tailoring - 6 months
2. Electronics & Electric wiring - 6 months

Trainees Selection:
i) Criteria:
Long term imprisonment.
» Totally rejected from his/her family and society.
» Homeless and poor.
» Those who are not drug addicted.
» Those who are able to take and catch training.

ii) Process:
The released prisoners / crime victim will be identified by committed volunteers. Those volunteers recommended them for training. The final decision of selection will be made by 3 members committee. (a) Rehabilitation Incharge (ii) Director (iii) Board Member.
