Because of its links with the members of the Catholic clergy in Naval, Biliran province, PFI was invited to set up an office there. One of its parish priests who took the initiative of organizing women and fisherfolk groups invioted PFI to provide assistance in his organizing efforts. PFI then gamely took the invitation and was soon writing a project proposal to the Dutch Bishops' Lenter Campaign, a known funding partner in Europe. The project was named 'Women in Naval for Development and Organizational Development' or Window.
After a series of exchanges of letters, the DBLC approved the proposal which enabled PFI to organize more women groups. The approved budget was to provide trainings in enhancing the livelihood skills of the organized women groups and some capital assistance. The livelihood projects were varied. Some were making candles and floor wax, while others ventured into food processing and stuff toys production.
