The US Department of Transportation in conjunction with a growing number of
other nations has constructed and published an Emergency Response Guidebook,
which gives a pre-staged set of emergency procedures for first resonders (fire,
law enforcement) to follow upon managing a hazardous material incident.  Such
incidents can involve:
