Introduction

This is my introductory page to this topic. I have also prepared two substantive pages.

First, I have come across with questions of "capacity" and "capacity building" in the present sense in my activities related to the developing and the transitional countries (cf. my CV). Therefore I start with those concepts as ones of development studies and expertise in development.

Second, in general "capacity" means "to be able to do", but when inserted into the particular contexts of development co-operation or transition, it receives specific further connotations. All in all, we are dealing with efforts at "development" and efforts at supporting it in the present very case of capacity and capacity building. Part of the background for the emphasis on capacity consists of failures to accomplish development effects and impacts through sheer inputs of resources from various donors. Therefore, to accomplish development effects that are real, true and genuine and that sustain in the long run, there must be capacity at the receiving end. Where it is not in place, there is a call to engage in building it.

Third, I have also come across with a further, as well legitimate connotation of capacity. It involves the capacity of the so-called pre-accession states to fulfill the requirements of the European Union's legal norms, the acquis communautaire, before these countries are acceptable members of the Union.

Here, I have ended up considering capacity and capacity building through a set of links that I have arranged in a way that I see as satisfactory. An optimal way to do that hardly exists.

Ensiksi, p��dyin alkujaan tekemisiin "kapasiteetin" ja "kapasiteetin kehitt�misen" aihepiirien kanssa toimiessani kehitysyhteisty�h�n ja transitio- eli murrosmaiden kehitt�miseen liittyviss� teht�viss� (ks. CV:t�ni). L�hden siis tarkastelemaan noita k�sitteit� kehitysmaatutkimuksen ja murrosmaita koskevan tutkimuksen sek� samoja aiheita koskevan muun asiantuntemuksen teemoina.

Toiseksi, yleens� kapasiteetti merkitsee "kyky� tehd� jotakin", mutta kehityksen ja murroksen erityisiss� yhteyksiss� se saa my�s muita merkityksi�. Kaiken kaikkiaan olemme tekemisiss� "kehityksen" aihepiirin kanssa sek� pyrkimysten kanssa tukea kehityst� kapasiteetin ja sen kehitt�misen avulla. Osa taustaa kapasiteetin korostamiselle koostuu ep�onnistumisista saada aikaan suotuisaa kehityst� pelkin voimavarapanoksin, joita kehitysavun antajat kohdistivat saajille. Siksi todellisten ja aitojen kehitysvaikutusten aikaansaamiseksi ja noiden vaikutusten kest�vyyden takaamiseksi pitk�ll� aikav�lill� saajien taholla tulisi olla kapasiteettia. Jos se on puutteellista, haasteena on kehitt�� sit�.

Kolmanneksi, olen kohdannut kapasiteetin k�sitteen kehitys- ja murrosmaiden lis�ksi kolmannessa, samoin legiimiss� yhteydess�. Tuolloin on kysymys kapasiteetin rakentamisesta EU:hun j�seniksi pyrkiviss� maissa EU:n oikeusnormiston, acquis communautairen, panemiseksi toimeen.

Olen p��tynyt tarkastelemaan kapasiteetin ja kapasiteetin kehitt�misen aihepiiri� rakentamalla joukon internet-yhteyslinkkej�, jotka olen j�rjest�nyt perustelluksi katsomallani tavalla. Ihanteellista tapaa tuohon j�rjest�miseen tuskin on olemassa.
