This interesting character is Thomas Percy. He became Bishop of Dromore after being Chaplain at Alnwick Castle to Sir Hugh Smithson. He was a grocers son from Worcester but changed his name from Piercy to Percy. He is also the author of 'Percy's Reliques'.
