                          How Long does it take for a submission?
The standard reply to this question is approximately 13 months. 

                                               Why So long?
To answer that question let me explain  the steps your submission goes through. 
1.    You should submit your device to your local herald.
2.    Your local herald sends your device as well as others he has been given to the Kingdom Officer called the Cypher.
3,    The Cypher complies all submissions received from all the kingdom heralds into a Letter of Intent.  This letter is submitted to the Kingdom officer called the Pennon.
4.    The Pennon sends the letter via e-mail to a group of experienced heralds who will check and make sure the name or device will pass.  These are the people who will check all databases and resources to be sure that someone else doesn't have your name and that your device doesn't look to much like someone else's.  This is an important step.  It saves time if a conflict is caught early so that we can get it back to you for changes and resubmission. 
5.    Once these people have responded the Pennon compiles a list of all those submissions that need to be returned to the submitter.  A letter is written to each submitter explaining why their submission is being returned.  A letter is written to each submitter whose submission has so far not been found in conflict informing them that their submission has been passed on to Laurel.
6.    Laurel receives all submissions from the entire society.  Laurel also has a group of commentators who will cross check each submission received.  These people also respond with any comments.  Laurel holds a meeting and each submission is discussed and decided on.  A complied letter is sent to each kingdom listing the accepted and returned submissions. 
7.    Pennon receives the Laurels Letter of Acceptance and Returns. Pennon writes a letter to each submitter informing them if their submission has been accepted or returned.  If the submission has been returned the reasons are given so that the submitter may make changes and resubmit. 
8.    A submitter has one year from the date of the return to resubmit without additional charge.

                  All of these steps take time and that is what takes so long.
