FALCÃO - A FLOATING WEBSITE

INTRODUCTION
This work describes the FALCÃO’S partial reform, to convert it into a floating - laboratory, for use in the Amazon area. Proposed for the Government of the State of Amapá, it will provide conditions to access the infoways, truly a " floating web-site " containing computers, outlying equipments and a parabolic antenna, besides enough autonomy to visit riverside communities throughout a vast area of the State of Amapá in the Amazon Basin.


TECHNICAL NEEDS
Considering the high temperature and relative humidity of the area, it is necessary to maintain an adequate environment for the operation of computers; this situation might change in the near future, but for the time being, computers are still very delicate instruments. To this aim, the boat will have a room provided with air conditioning, and special measures for the reduction of vibrations. The supply of electric energy for the computer system of will be through a generator, independent of the normal electric system of the ship, and provided with voltage stabilization and " no-breaks " to avoid damages to the machines. It is to be expected that in the near future consumer computers and periphericals may be found completely tropicalized.

GOALS
This work describes reforms and alterations on a boat to adapt it for
the needs of the project. The project is divided in two parts: The first describes the reforms in the superstructure, and secondly the necessities to be fulfilled by thecomplementary projects. The mastery of local shipbuilding skills is recognized, and many of the solutions proposed can be interpreted within the context of their practice, leading to interesting alternative solutions.

ADOPTED SOLUTIONS
I looked out for solutions that would not imply in substantial alterations in the existing structure of the boat an permitting accommodations for selected visitors, by installing in the lower deck two cabins provided with air conditioning and sanitary facilities. The crew membersand other participants of the trips have three more cabins, and there is an area forthe installation of traditional hammocks in the posterior part
of the boat. In the central part of the boat we have reserved an area for the computer's room. The reform will be developed through the local naval construction, providing thermal insulation by using regional materials. These measures contribute to reduce thermal losses in the computer's room, that is air-conditioned - and it is opportune to remind that air coonditioning reduces the humidity of this contained atmosphere, and the external humidity of the amazon is around 90%. The use of air conditioning equipment requires Brazilian and international norms for electrical installations, such as ABNT, US Coast Guard, British Standards and other, all accomplished with metallic piping. Gas and vapor detectors should be installed in the basement of the ship.

CONCLUSION
Whatever is the effective action of this project, is convenient to develop and keep a link between the presence of this communication boat and the community, after the ship leaves. An inhabitant of this community, a monitor, should be trained to operate (and pass over to others the necessary abilities) a computer that is left in each community, and that can other social actions inasmuch that it is possible to call on the net, either by a permanent connection to a phone system, or by an autonomous sattelite link.
The presence of the embarkation could also be marked by elements of complementary information, such as large screen video, connected to a computer multimedia system, and a video apparel, with a library of themes of immediate interest to the population.
Also to be contemplated is the transmission and control of images through the Internet
whence the Falcão can be a floating Amazon Site, integrating activities and projects related the environment, institutions and local population. This system can be used with cameras sending images sound related to environmental projects, covering events and transmitting this information in real time through the Internet, that can be accessed from any part of the world.

SCHEDULE
The Project of communications should be structured and drafted in phases, a first one of planning and establishment of approaches, a Second of detailing and rising of costs, a third of obtaining monetary resources, a fourth of implementation and of rehearsals of technical and operational practices, a fifth phase of personnel's selection and training and the beginning of the project's actions.
