Backstory: A crazy surfer dude born in the ocean between the southern tip 
of Florida and Cuba, Jeff was made for the water the day he first took a 
breath of air. He's become something of a terror at every beach he's ever 
visited, but even the weakest lineup still amuses him. Despite his weak 
school grades, Shore High couldn't pass him up when it came to the 
surfing national competition. He's only on the track team because they're 
confident he can use his surfing expertise for good measure, but how?

Move name: Cut Out
What it does: Jeff hops on a surfboard and glides forward. There's no 
waves to catch here on land, bro.
Damage: * both on land and in water

Notes/Strategy: Mostly useless in most cases; it's slow, doesn't go as 
far as it could (barely qualifies for the two star rating!), and isn't 
very strong. Sure, it can be used in combos, but what's the point of 
this? Well, see the next move and then read back up here.

Have you done so yet? Good, let's continue. When you do this in the 
water, it comes and goes much faster and it extends a much longer 
distance as well. On top of that, it'll knock down whoever it comes in 
contact with for admittedly very little damage. Unless you're running 
low on stamina when you're in the water, it's your sworn duty to start 
abusing this.

What it does: Jeff just gets into his element - water. Gnarly dude!
Effect: ***** (as long as he's in the water)
Speed: N/A
Duration: ***** (as long as he's in water)
Range: N/A
Notes/Strategy: Not really a special move as it is an "enhancement." This 
is automatically activated the moment Jeff gets into the water. In this
case, his speed becomes turbo-charged (outrunning even the five-star
people!) and his Cut Out is enhanced; check its section for more info. 
This makes Jeff a very strong character in beach, water, and sewer stages 
or anywhere that has a small body of water he can use to catch up. 
Elsewhere, he's pretty so-so. The only real strike against this is that 
Jeff uses up more stamina when in the water than if he just does it on 
land.

Character strategy: Playing Jeff is actually pretty simple. He's a
pretty bad pick for stages that don't have any water. His speed is decent 
and he's durable, but nothing really helps him stand out on both the 
offensive or the defensive until he makes it into the water. Once he's 
there, Jeff simply dominates. The only real way to counteract this is to 
wear down his stamina prior to entering a watery area. This way he won't 
be able to enjoy the tremendous speed boost he gets. While the number of 
stages with water is limited, Jeff is very likely to be a consistent 
winner in those that have plenty of it to go around. His poor jump is 
one of hisuniversal weaknesses; he might be the fastest in the water but 
he lacks the height in his jump to take any special shortcuts or to
avoid certain obstacles he'll likely ram due to his increased speed.
So, watch for that.

Didn't think I'd come across you here! I'm a runner too, and, uh, my
buddies wanted me to race you if we ever meet, so, y'know, if it's
cool with you...
*A dialog box pops up asking you if you accept his challenge or not*

*Jeff nods with a smile*
Jeff W.: All right, dude! So, uh, when did you want to have our
showdown? Whoa, you mean now? ...You're pretty hardcore. I'm there!
The tide's about to kick in, so let's go!
*start race*

No, I don't accept your challenge:
*Jeff shrugs nonchalantly, then nods*
Jeff W.: It's cool... I kinda don't wanna face you! You'd wipe me out
if everything they said were true! Like, y'know, I heard you wrestled
down this giant lizard wrecking Miami and I'm like, duuuuuuude! Oh,
you did do this and that, right? Duuuuuude...
*It trails off from there, end scene.*
*goes back to opponent selection screen*

*Jeff washes up on the beach, and spits out a small clam.*
Jeff W.: Whoa. I got owned. Holy crap, you're awesome!
*The scene changes to you and Jeff having some warm tea in a shack.*
Jeff W.: Dude. You could really go far with this. You got a fan! I'll
be rootin' for you.
*Jeff sips his drink. The scene ends there.*
