Backstory: An up-and-coming member of the US Air Force, Joseph isn't too 
far off from becoming a full-blown aviation mechanic. He can tell you all 
about how planes work, why they work, and all that technobabble only 
those in the know could hope to understand. His knowledge even extends 
into military weapons. Supposedly he's testing out his own radar-based 
missile system while he takes part in track and field. After all, it's 
for extra credit.

Special move #1
Move name: Coordinate Adjustment
What it does: See that little red dot that's present when Joseph's in 
play? You can move it by holding either triangle to move it forward, or 
O to move it back.
Effect: *

Notes/Strategy: This allows you to set where that red dot is. Joseph has 
to slow down a bit to adjust it, but it doesn't cost any stamina 
otherwise. What's so important about this dot? Read the next special move. 
Note that the dot doesn't move very quickly; it takes a while for the
dot to go from one end of the screen to the other.

Special move #2
Move name: Bombing Run
What it does: You know that red dot, right? Well... that's where the
missiles are going to go when you key in this special move. What 
missiles? You'll see after you hear the beep.

Notes/Strategy: First of all, this is done with L1+Triangle instead of O 
like normal, due to how the first two special move commands are used up
by moving the dot. So, moving on to this move... this fires missiles
wherever the dot currently is in relation to Joseph. It takes a little 
while for it to finally hit, but when it does it's deadly. It causes an 
entire row of flame to engulf part of the stage. If you fire it ahead of 
Joseph, you'll have to jump it. Only those with a jump of three stars or 
higher can clear the wall, but the damage from simply running through it 
isn't all that high; it's having it dropped on you in the first place 
that hurts. Either way, it sets you on fire for a small while, draining 
away your life slowly. It's unblockable too, which is a given. Obviously, 
firing this while the dot is really close to Joseph is pure idiocy. This 
is telegraphed by the dot. When you hear the click noise, you'll exactly 
know where the missiles will strike in a couple of seconds. The question 
is, will you be able to avoid it or move past it ASAP?

Special move #3
Move name: Low Altitude Flight
What it does: Joseph performs the longest horizontal jump mankind has 
ever seen.

Notes/Strategy: This is done with L1+O for reasons stated above. When 
active, Joseph performs a full-screen horizontal jump which clears all
obstacles that require at least a two-star jump to clear, and at a speed 
around a three-star jog (his normal speed). Of course, you can't really 
steer the jump, and slamming into walls is still very painful. This is 
ideal for clearing big fields of hazards without having to jump multiple 
times, but anywhere else this can be very dangerous.

Character strategy: Joseph is somewhat unique when it comes to his main 
special move, his missiles. They'll strike wherever he sets that red dot 
at, allowing him to use the missile strike both as a strategic offensive 
or defensive move. Aside from that and his very high jump (along with his 
long jump option), he's unremarkable. He's not too tough and he only 
boasts average speed. Against slower opponents or those with poor jumps, 
Joseph can be a total jerk. As it stands, he's a nice pick for advanced 
players for his raw strategic value and certainly merits a try by 
everyone else.

Joseph M.: I don't see how this is ever going to work, even for a
simple model plane. I mean...
*And now he looks up to see you.*
Joseph M.: WHOA!! Don't ambush me like that!
*Then he looks down at the plans again.*
Joseph M.: I know who you are and what you want. Think you can give me a 
minute? ...You did come to race, didn't you?
*A dialog box pops up asking you if you accept his challenge or not*

Yes, I accept your challenge:
*Joseph puts away the paper blueprints into his jacket pocket*
Joseph M.: I'm ready whenever.
*Some silence.*
Joseph M.: ...What? You expecting some colorful, witty dialogue? You
can't get that from a truly ready man! Something you sure ain't, from
the looks of it!
*start race*

No, I don't accept your challenge:
*Joseph doesn't change his pose. HE just continues to read them over.*
Joseph M.: Then quit wastin' my time and scat! I've got some sketching
to do.
*goes back to opponent selection screen*

airplanes yourself?

Joseph M.: Hm? What? I beat you. Nothing else to really go over here,
is there? ...That's what I thought. Go on, beat it. Unless you wanna
