Cardijn always dreamed huge dreams, but one wonders, as he laboured in these early days with the young ladies of Laeken, if he could foresee that his "See, judge and act" would eventually be translated into countless languages and become a plan of study and action for young workers in all quarters of the globe. From the very beginning of his work, Joseph limited his role to that of chaplain, or spiritual director, for the groups. He forced these young, in experienced and hesitant girls to make and carry out their own decisions. "They have to be able to do it themselves," he insisted; "they have to fly on their own wings."
