Gayle Kingery Teenage Republicans of Poplar Bluff Constitution

Article I Name

The name of this organization shall be the Poplar Bluff Teenage Republicans or Gayle Kingery Teenage Republicans of Poplar Bluff, herein after to be referred to as TARs.


Article II Purpose of TARs

The purpose of this organization shall be:
      To bring young people into the Republican Party and to provide an opportunity for them to find political expression and recognition;
      To foster and encourage the activities of the Republican Party and to promote its ideals;
      To collect, analyze, discuss, and disseminate information concerning political affairs and political philosophy; and to advise, coordinate, and promote the activities of TARs.


Article III Membership

Membership in this organization shall be limited to those teenagers between the ages of 13 and 19, are in grades ninth through twelve, and who are willing to support the goals of TARs. Active members shall be those who have paid current club dues. Only active members shall have voting privileges at any meeting.


Article IV Officers and Election of Officers

This organization shall have the following elected officers: President, Executive Vice President, Associate Vice President, Secretary, and Treasurer. The officers of this organization shall be elected for a term of one year and shall serve until they are re-elected or their successors are duly elected. Elections for these officers shall be held in March of each year. Vacancies in any office shall be filled by election from the Board of Directors.

      The powers and duties of the elected officers shall be:

      The President shall be the Chief Officer of the organization and shall conduct all meetings of the general organization and conduct all meetings for the Board of Directors. He shall make club assignments with the approval of the Board of Directors, and manage the teenage republican�s activities and programs.

      The Executive Vice President shall in case of the resignation, disqualification, or absence of the President, perform the duties of the President. He shall be the President�s chief assistant; he shall help conduct business at meetings. The Executive Vice President shall also help manage the club with the President, and shall have executive authority to oversee programs of the club along with the President. He also shall be responsible for additional duties as may be prescribed for him by the President or Board of Directors.

      The Associate Vice President shall in case of the resignation, disqualification, or absence of the Executive Vice President, and President perform their respective duties. He shall also be assistant to both the President and Executive Vice President. The Associate Vice President shall be responsible for coordinating activities and programs of the club, and handling Public Relations of the club. He shall also be responsible for additional duties as may be prescribed for him by the President or Board of Directors.

      The Secretary shall keep the records and proceedings of the organization. He shall be responsible for the minutes of all meetings of the club and board meetings. He shall also keep a record of all projects and official actions taken by the club.

      The Treasurer shall be responsible for the funds of the club and shall keep a record of its receipts and expenditures. He shall submit reports on the financial condition of the club to each Board of Directors Meeting and General Meeting.


Article V Board of Directors

The Board of Directors shall conduct the affairs of the club between regular meetings. The members of the Board shall be the club president, vice presidents, secretary, treasurer, and club advisor. Meetings of the Board may be called by the president, advisor, or a majority of the members on the board. A majority of the Board shall constitute a quorum necessary to conduct business.


Article VI Endorsements

This club shall not officially endorse any candidates for public office prior to the Republican primary or nominating convention.


Article VII Robert�s Rules of Order

Robert�s Rules of Order, in plain English, shall govern the proceedings of this organization.




Article VIII Constitutional Amendments

This TAR�s constitution may be amended by a 2/3 vote of the delegates at any meeting or by a 2/3 vote of the members present at a special meeting called for the purpose of amending this constitution, provided that all members receive at least ten days notice from the Secretary of the club stating the intention to amend the constitution. No amendment shall take effect until the adjourning of the meeting adopting it. 


TAR�s Amendments to the Constitution

1)      Pertaining to Article IV, Officers and Elections of Officers, the follow is added. Officers of TAR�s may not join the Young Democrats club, if an officer is to join the Young Democrats club they will be breaking the rules of the club as set forth by Article II of the constitution which states �Members are to foster and encourage the activities of the Republican Party and to promote its ideals.� As such if an officer breaks this rule they will be found in contempt of this constitution and punished accordingly.

2)      Pertaining to Article IV, Officers and Elections of Officers, the following is added. Officers can only miss two consecutive Boards of Director meetings and two consecutive General meetings. If they exceed this limit they will be suspended from their office and possibly warrant impeaching proceedings by the Board of Directors.
