CLEMENT, LUCY & THEOPHILUS(contributed by C. Howell-Vischer-April 2004)
Theophilus Clement (son of Jacob and Sarah Clement) was born December 7, 1806 in Shaftsbury, Vermont and died on April 12, 1884 in Payette, Idaho.  On July 31, 1828 Theophilus married Cleora Webster in Allentown, NY, her birthplace.  She was born August 6, 1801 and died November 17, 1877.  She was a second cousin to Daniel Webster.
Theophilus and Cleora were the parents of James Theophilus Clement The first Judge of Malheur County), who was born May 31, 1840 in Pulaski Michigan and died in 1914 in Ontario Oregon.  On October 24, 1860 he married Lucy E. Hayes, born July 2, 1844 and died February 21, 1884 in Payette, Idaho.  She was the daughter of Eli and Anna Hayes.  On December 25, 1884, James Theophilus then married Emma Hall, born 1833 and died in 1908 in Ontario, Oregon.  She was the first white child born in Layton, Michigan.
James Theophilus was a farmer in his native state of Michigan, later migrating to Iowa and Nebraska and eventually to Idaho.  Shortly after 1881, with his wife Lucy, his father Theophilus and other family members, he had stopped near Payette, Idaho to restock supplies and then continue on to the Oregon coast area, his ultimate destination.  On the morning of their scheduled departure, he noticed his seventy-five year old father sitting on a wagon tongue and weeping.  When asked by his son what was wrong, the old man replied, Son, Im just too tired to go on.  I cant make it any further.  To which James Thelophilus responded to the other family members, unhitch the wagons, boys.  This is as far as were going.  And thus they settled there.
The year 1884 was an eventful one for James Theophilus.  In January he saw his first grandson born, in February he buried his wife Lucy in the old Washoe cemetery near Payette, Idaho, in April he buried his father in the same cemetery, and in September he saw his son Roswell married.  He himself moved from Payette to Ontario, Oregon and finally on December 25, he married Emma Hall.  He had by now become well-known in the area as a prominent landowner, businessman, newspaper editor and in 1888 became the first elected county judge of Malheur County in Oregon.  County records cover much more history about him and his place in the community.  James Theophilus died in Ontario in 1914 and is buried beside his wife emma.  They were husband and wife for about twenty-four years, the same length of time as with his first wife.  James and Theophilus and Lucy were the parents of four children:
1. Roswell W. Born January 5, 1862 in Middleville, Michigan.  On September 11, 1884 he married Hattie Neal, daughter of John and Melissa Neal.  Roswell and Hattie were the parents of Martha Ethel, James R., Walter and Buell James.
2. Buell James, born July 2, 1864 in Glen Allegan County, Michigan, and died March 21, 1895 in Ontario Oregon.  In February 1883 he married Helen May Plummer born September 9, 1856 in Fennville, Michigan and died May 21, 1935 in Nampa Idaho.
3. Hattie L., who married Richard Waters of Waterville, Washington and
4. Edna who married D.C. Boyd of Ontario.  James Theophilus and  D.C. Boyd were later partners in the newspaper business (note from C. Howell-Vischer... I was told that this was the Argus Observer).
The ontario cemetary is a modern, well-kept cemetery, where other family members are also buried, along with James Theophilus and Emma.  The old Washoe cemetery, however, has long since  been abandoned and through years of neglect is quite over grown with weeds.  Only traces of graves and headstones are now visible.  In very recent years, to avoid further vandalism and the loss of headstones in Washoe, two great-grandsons of James Theophilus and Lucy, with permission of both cemeteries, transferred Lucys headstone from Washoe to the Ontario cemetery.  With thoughtful regard to their great grandparents, it was placed directly between the headstones of James Theophilus and Emma.  The headstone of the elder Theophilus in Washoe had already been removed by vandals and only a foundation stone remains.
