The first concern of the New Deal was to raise price levels. It was thought that falling of commodity prices caused loss to factories and ultimately forced them to close up, which bred unemployment. This, when general, reduced the nations� buying power. Therefore, to cure the disease, prices should be artificially forced up.
Comment as I gather, artificially to force up the price levels was proposed in order to increase the nation's buying power.
Since the Chinese writer had no apparent interest in any �two-party system� struggle in the U.S. one can assume that he had reported what he had himself understood of the New Deal the way he had understood it, without bending or stretching or palliating, prevaricating, rationalising, extensively explaining, etc. (WPT)
The second remedy was to decrease the output of production. The failing of prices was regarded as due to overproduction : hence, productive power should be curtailed.* For instance, if a farmer had been used to cultivate one hundred acres of land, he was now instructed to reduce his acreage by half, the expected income from the other untilled half being subsidized by the government. What had been planted exceeding the quota was to be pulled up by the roots ; reaped crops were to be burned.
After the New Deal had already been practiced for seven or eight years, the army of the unemployed was still millions strong. . . .
