Among those to whom the pamphlet [" State Education Self-defeating "] was sent was Sir Edward Bulwer Lytton, who wrote about its contents that " he had been much struck with their boldness, originality and absence of all false thinking and rhetorical varnish." Still, he could not arrive at the same conclusions as Spencer with regard to absolute non-interference with education, which he thought was a " somewhat chilling result."   (etc)
