INTRODUCTION
The political and economic crises of the past year have created such an alarming situation in Europe that many continental countries seem at the present time to be again seriously threatened by the spectre of revolution The Soviet leaders in Moscow are, in addition, doing their utmost to aggravate still further the difficult economic situation of Europe and to accelerate the outbreak of disturbances. Communist activity in most continental countries is being carried on with increased intensity. Particularly is this true of Germany, where, owing to the recent considerable Communist gains, an attempt on their part to seize power is seriously thought to be possible
Now, if their efforts should one day be successful, if violent upheavals on a large scale should again take place in any country of Europe, if the Communists succeeded in attaining to power in any particular place and setting up soviets in the heart of Europewhat would be the outcome? Would things in a Western European land, thus subjected to Soviet rule, resemble the conditions already in force in Russia, or not? And if so, in what degree, and how?
These questions can, in my opinion, be answered with a greater measure of certainty than is generally supposed. In two European countriesin Hungary and in Latviathe Soviets have, since the war, already held the reins of government for a period of several months. Unfortunately, the instructive history of Soviet rule in Hungary has been forgotten all too soon ; and
with regard to Latvia I am even prepared to assert that the incredible actions perpetrated by the Muscovites in that country have remained up to the present day entirely unknown to the general European public.
The present period of crises and unrest appears to me a particularly appropriate time to remind wider circles of this memorable attempt on the part of Moscow to apply the Soviet system in a country other than Russia, and to inform people of the full details concerning that remarkable experiment ; and this, moreover, is a task which I feel all the more capable of performing as I have not only considerable personal experience of Russian bolshevism, but have also lived throughout the entire period of this Soviet domination, established for a short time outside Russia
The events described in this book took place in Riga, the capital of the present democratic republic of Latvia, in the period between January 2nd and May 22nd of the year 1919. (Etc).

The author is 'popoff'. The libraries give 'popov'. One notes exceptional amounts of finagling with any data pertaining to the Bolshevist/Soviet barbarism. This one parallel use of �Popov� and �Popoff� may be entirely innocent, but . . . ? (Note that this issue, of inaccurate data in the catalogues, has nothing to do with G. B. Shaw's jokes and there is nothing funny with your or mine being misinformed.)
(2) Several months ago I had found �Iskusstvo Armenii� by self-same author, in the catalogue of the University of California. It does not show up under 'popov' today, 2 May 05. (?) (WPT, 2 May 05)
