...     Dissatisfaction with the harsh régime . . . had led to the founding in 1887 by a gifted publicist, Jan Popławski, of a weekly, The Voice. Poles everywhere had been roused by the plans announced by Bismarck for the expropriation, either by purchase or under duress, of their Poznanian compatriots (etc) ; and a growing opposition was in evidence to the compromise policy (etc). Popławski was also a realist, but he was not Slavophil. He hated the tyranny of Tsardom, and estimated at their true value the rising forces of Russian nationalism. Above all, he had no faith in Triple Loyalty as a solution of the Polish problem. The Voice broke new ground by taking an interest in the lot of the small towns, and it set about educating its readers in civic, economic and cultural issues .Refusing to recognize the boundaries that cut right through Polish lands, the editor nurtured thoughts and feelings of common interest to the whole nation.

When Warsaw led the way in celebrating the centenary of the Rising of Kościuszko, the weekly was shut down by the police, and its editor spent a year as a prisoner in the Citadel. But help was preparing from outside the country. A group of exiles in Switzerland had founded what later became known as 'the National League', one of whose ambitions was to create the nucleus of a Treasury of an independent Poland. Among them was Zygmunt Balicki, famous as the author of a pamphlet, National Egoism, with ideas based largely on the work of Herbert Spencer.  (Etc.)
