RE:NOTICE ..INTENT TO USE OVERWHELMING FORCE..
& complaint of disorderly conduct   threatening   & tumultuous 
                                                  behavior..

:.Chief Ennis..

This is to give Notice and File Complaint against xxxx xxxx, 
and another individual, involved in an incident that caused 
myself, and others to intervene, on the Church Street Market 
Place, Tuesday May 2nd, 2000 @ aprox. 1000 hrs.

The incident involved threats against a juvenile male, named xxx 
xxxxx, xxxxx was with a group that ripped of the suspects 
drugs, and backpack a day or two before..

Upon Hearing Threats against xxxxx, and with the escalation of 
"Temper' by the suspects, this private detective, motioned for 
Mr. James Miller, a Spectrum street worker to walk over and 
witness the escalating incident..

Upon noticing this private detectives' presents, xxxx xxxx and 
his partner in crime, tuned their attention away from xxxxx 
allowing him to leave the area.

xxxx xxxx, is the drug pusher, heroin, crack, pills, pot, etc. that 
for aprox. 6 weeks, ran a very lucrative drug business operation 
from the former Woolworth Building..with xxxx xxxxxxxx,and 
others..

xxxx xxxx is known to smoke crack, while at the same time 
shoot heroin..& is well aware that this private detective has been 
filing repeated COMPLAINTS about his behavior, with the 
police dept. The Church Street Market Place Commission, 
"Skip" the proprietor of Uncommon Ground, and with the 
Supervisors, and out reach workers @ Spectrum, and others..

This Private Detective, in self defense, brandished a "night stick" 
and made it clear, that it would be used in self defense.. This 
taking a firm stand in the street, caused them to make repeated 
threats that if this private detective wouldn't follow them around 
the corner. They were going to eventually get this private 
detective alone and "kick ass"..

This private detective, has advised police officers, and others,   
as to the overwhelming use of force that this private detective 
WILL USE, IF THREATENED, AND ASSAULTED..

This private detective, files affidavit, complaint, notice and 
demand for a restraining order against xxxx xxxx.

This private detective, a former police officer disabled in the line 
of duty, WILL NOT, be harmed by the drug dealing thugs that 
have been running unabated on the marketplace..

Chief Ennis,
   I am planning a peaceful assembly to walk from the Chess 
Tables @ Burlington's City Hall Park, to the Essex Center 
Grange Hall, for a Public Forum on whistle blowers & in the 
Health Care Industry:.the significance to health care,  Benefits & 
Risk Issues' of Medical Marijuana..

Although the Principle reason for my having to run for public 
office is that of a continual denial of due process for having 
busted various City and State government Officials.

The media refuses to discuss the Issues, and requires that I 
pander myself for their self-gratification..

I'm Not beyond that..
