Bush; in his response to questions of knowledge prior to September 11th, was as convincing in his veracity as President Clinton in his deposition denial, stating he had not had a sexual relationship with "that woman, Monika Lowinski" .. Public accountability for behavior while acting as an employee of the taxpayers, was supported by the Superior Court, in support of the public right to know the activity of their governor, holds Howard Dean accountable to the public. Much to his displeasure of running the State as though it was his private business.. Howard Dean, is a person that must "control" the environment in order to get his way, decent or different opinions are not tolerated, rebuffed, and actions to quell opposing voices are soon stifled by his lieutenants, and puppet press corps.. Dean cannot build a coalition among different groups, to reach a middle ground. Dean moves from the Republican Right, one step towards the left, and believes that he has consensus. Enron Vermont: The degree of Fraud perpetrated upon the public by the financial practice, policy & procedure of the State of Vermont, under Governor Howard Dean, MD, is that of deception, delay, denial, and select enforcement to protect the institutions from accountability for responsibility by having the state conduct the "business" of underwriting cash and risk management.. a fundamental factor of deception and accountability is the enforcement of the whistle blowers law, protecting the right to complain in the workplace.. The State and municipal bond ratings and fraudulently over rated by political pressure from state government officials, and paying additional "FEES" to maintain an A rating. Vermont Deserves a "C" rating on bonds.. :.issue.. Governor Howard Dean, MD. is no exception, to fraudulent over billing claims made to insurance companies. While in private practice he treated a man for a back injury, and told the patient that since he didn't have insurance he could pay $20.00. At the desk, the billing nurse told Dr. Dean that the patient DID have insurance, and Doctor Dean, then tried to bill the insurance company for $30.00.. The Patient complained to Dr. Dean, that that was unacceptable, and insisted that he pay only $20.00.. The Patient then filed a formal complaint with his insurance company for the over charge.. Dr. Dean then accepted the $20.00 payment. And the patient found a new Doctor.. Now Dr. Dean Accepts campaign contributions from insurance and health care providers in order to protect and limit their expenses.. :.issue.. health care cost can be kept within reason, with an open accounting policy to calculate all redundant health care dollars spent on insurance policies, that duplicate services: i.e.. auto insurance policies charge not only for the cost of the automobile restoration, but the health care of the persons involved. Home owners insurance does the same thing, each could contribute that fee to universal health care. A surcharge of 3.3% on all captive insurance filed through the States Department of Banking, Insurance and "Health care" would fill the coffers for essential, and preventative health care.
