Introduced the following bill which was read and referred to the Committee on

 

A BILL TO

Legalize the act of prostitution by instituting licenses, and requirements for such licenses.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, that

1.      Section 1: This act may be cited as “The Prostitution Act of 2004”

2.      Section 2: It is the purpose of this Act is to legalize the act of receiving money for sexual

3.      Favors shall house no criminal punishment if the prostitute is licensed.

4.      Section 3: For the purpose of this Act:

5.            (1) The term “payment” means receiving money for a favor

6.            (2) The term “sex” means the sphere of interpersonal between male and females most directly related with leading up to, or resulting in genital union.

7.      Section 4:  There will be a procedure prostitutes must go through in order to be licensed.

8.      Each prostitute shall be administered a safe sex, drug test, every month.  Every prostitute

9.      Shall be requires to take safe sex classes.  Prostitutes will be required to work through a

10.  Prostitution firm.  The prostitute will be taxed according to federal and state laws.

11.  The prostitute must be 21 years of age

12.  Section 5: Any prostitute that is not 21 years of age, fails a drug, STD test, or fails to

13.  Appear for safe sex classes, will be prosecuted and fined for the first offense, and any

14.  Offense thereafter could result in imprisonment and investigation from the FBI.

15.  Section 6: The funding for this program shall come from the taxes on sale of all

16.  Alcoholic beverages, sale of cigarettes, as well as the sale of lottery tickets in some

17.  States.  The program shall require one billion dollars every two years for funding.

18.  Section 7: This bill shall take immediate effect once passed.

19.  Section 8:

20.        All laws in conflict with this bill will upon passage be declared null and void.
