Miami SMO

Professional Airways Systems Specialists (PASS), AFL-CIO

PASS (PASS National) is the exclusive representative for more than 11,000 FAA employees of the Federal Aviation Administration (FAA) and the Department of Defense (DoD). Presently, the PASS bargaining units consist of Airway Facilities (Technical, Clerical and Support) employees; Flight Standards (Aviation Safety Inspectors, Clerical and Support) employees; and Office of Aviation Standards (Pilots, Procedures Development, Technical, Clerical and Support) employees. PASS represents a growing number of Technicians and Computer Specialists in the Department of Defense.

On a daily basis, our Systems Specialists and Technicians install, repair, maintain, operate and certify over 40,000 facilities and equipment used in air traffic control and national defense. Our Aviation Safety Inspectors oversee and inspect every aspect of the commercial and general aviation industry. And, our Flight Inspection Pilots and Procedures Development Specialists maintain the National Airspace System through flight procedures development, flight data collection and navigational systems quality analysis.

Our members are dedicated to certifying the safety and the efficiency of the National Airspace Systems; maintaining and supporting this nation’s air traffic control system with the utmost professionalism; and ensuring the integrity, the reliability, and the safety of the commercial and general aviation industries. Whenever you fly, the work our members do behind the scenes helps get you there safely.

PASS members are an integral component of the aviation community, and the Union fights for their rights at the bargaining table, with Congress and through the media. As a member of the AFL-CIO’s Transportation Trades Department, PASS is committed in solidarity with other transportation unions. Recognizing the growing concerns within the international aviation community, PASS is also an active leader and member of the International Federation of Air Traffic Safety Electronics Associations (IFATSEA).

PASS Local 211

PASS Local, Chapter 211 represents the Men and Women in Airways Facility in the South Florida area. Over 200 Airways Systems Specialists maintain and certify more than 3000 facilities throughout this area. The Miami SMO is compossed of all the airports and Air Traffic facilities between West Palm Beach and Key West, including the Miami En Route Air Traffic Control Center and all of the facilities in Puerto Rico, Bahamas, Freeport, Bimini, The Virgin Islands, the Turks, the Caico Islands, and Guantanamo Bay, Cuba. The Miami SMO is served by three PASS Chapters; Chapter 211 for Miami/S. Florida, Chapter 217 for the Miami ARTCC and Carribean Islands, and Chapter 212 for Puerto Rico.

Fighting for Jobs

PASS has recently exposed a new FAA plan to contract out work that Airway Facilities (AF) Systems Specialists and Flight Standards and MIDO Aviation Safety Inspectors perform. The FAA has interpreted a Bush Administration pledge to contract out one half of the eligible jobs in the federal government by 2006 to mean that AF jobs that have always been "inherently governmental" are now "commercial" and therefore subject to contracting out. 3,500 AF jobs are being targeted in order to meet the Administration's arbitrary goal. -MORE

$100 Reward

The PASS Sheriff is calling out to all PASS Deputies (members) to round up some examples of why contracting out does not work. Email your observations to [email protected] or call the PASS National Office at (202) 293-7277. If the information is released in a recognized media outlet (TV, newspaper, radio) you will receive a $100 reward! Only the first person to get the tip to PASS National will receive the reward, but there is no limit to the number of tips you can report. The PASS Deputy Program is around for only 90 days, March 1 - May 31, 2003, so don't delay in the fight to save our jobs!
