MERIDIANS PLUS

The voluntary NGO Support Center "Meridi�ns Plus" was established  in 1999 as a consortium of eight independent NGOs working to support the development of the Third Sector and civil society in Latvia.
Regional NGO Support Centre is a citizen based, public, self-organization system, representative of the people to work independent of, and with state and private institutions for the betterment of society. By uniting individuals and organizations based on collective interests, ideas and values, NGOs are able to act as together to play a role in the decision-making process and governance of society. NGOs is created and functions outside the institutions of state authority, settles issues of public administration by voluntary civil means.
As part of the regional NGO development process, Centre was created to serve as information clearing house providing Internet access, service facilities and counseling  centre for organisations located in Rezekne and Ludza region. The centre also administers assistance and training programs targeted at NGOs in the given area.
Objectives :
- To provide consultancy, training, education, information and technical assistance to NGOs throughout the country,
- To stimulate community involvement in the social processes thereby contributing the the development of the civil society,
- To unite local NGOs
- To create an environment in which human rights NGOs can prosper and in which the overall level of human rights improves'
- To establish an information exchange system between the NGOS and the Regional NGO Support Centre
Rezekne NGO Support Centre helps NGOs to :
- Acquire skills and knowledge to improve organizational effectiveness,
- Access research results and information on the Third Sector
- Establish effective working relationships with government institutions and public administration,
- Contact groups actvie in similar fields, including foreign organizations.
Assists NGOs by :
- Providing consulting services and needed information,
- Conducting workshops in strategically planning, fundraising and proposal writing
- Organizing conferences, seminars and meetings for NGOs to exchange information, knowledge
Here are different current projects :

- Volunteer Program, including European Voluntary Service

CHILDREN'S HOME
Children's home has been in March 1996 and receives financial support from Rezekne's city council. Orphans and disadvantaged children are living in the Children's home. There are50 children, betwenn 3 and 15 years old, 98% of them need a psychologic help. The children are almost all Russians.Children's home aim is to take care about children, who have not the parents care (children with problem of addict, alcohol, juvenile delinquent etc.). Children receive food, clothes, lodging, medicine aid. They spend their free time there. School is located near the Children's home and lessons start at 8.00a.m. and finish at 4.00.p.m. During the week-end children can visit their families. In the summer vacations Children's home is closed. By promoting activities around education, care, superintendence for disadvantaged children this organisation give attention to children who stroll, panhandle, use drugs and alcohol...

DAY CARE CENTRE
Daytime care centre for mentally and physically handicapped people.
The Centre has been created in January 1995 and is supported by Ministry of Education. The centre receive children and youngsters with special needs (syndrome of Dawn, palsy etc.) between 3 and 20 years old. There are 30 handicapped persons. The centre is opened every working day from 8.00a.m. to 5.00 p.m. and from the first September to thirtith May. One month in summer is planning for a camp outside of the town.
An aim of the centre is to ensure the education : care and medical help for children and youngsters with special needs. The handicapped young people can continue to live in their own families and have activities in the day centre. The centre try to promote the integration of youth with special needs in the society.

CENTRE FOR BLIND PEOPLE

Latvian Society of the Blind Rezekne territorial organisations board has been created in 2000.
The centre is opened from 8.00a.m. till 5.00.p.m. five days per week.
Three persons is employed in the centre. One is responsible of the library. The two other work about the personnal training for blind people, to follow them after their arriving in the centre.
The main goal is to rehabilitate and integrate the handicapped persons in the society and to represent and defend their interest in the municipality and the other organisations.
Three projects were and/or are important. One is now finished, with Rezekne city council. The aim was to support the development of the centre. Another one is supported by Netherland Embassy to give special programs on the computer for blind people.
This centre work for Rezekne and three regions. It concerns around 700 blind people or people with eyes problems. In the ground floor, there are a kitchen, a dining room with piano and parlour games, and a room for wicherwork and ceramic.
In the first floor, we can find a library with books in "Braille" abd cassettes, also an office.
the people can come when the centre in opened. In the first arriving, they have a meeting to create a personnal and profesionnal training accorded with their health and their ability in the suitable occupations.

REZEKNE RED CROSS
History : Red Cross movement was established in 1863 in Switzerland. The Russian Red Cross organisation was founded in 1867. The regional organisations of this one were active in Latvia. Latvian Red Cross organisation was established in November 20, 1918, two days after the proclamation of independance. After 1940, when the Soviet union annexed and incorporated Latvia, the Latvian Red Cross was incorporated into the Red Cross and Red Crescent organisation of the USRR. In 1991, the eleventh Congress of the Latvian Red Cross adapted the resolution on the renewal of the independant Latvian Red Cross. There are 32 committees of Latvian Red Cross. Rezekne is one of them.
Mission : The international Federation of Red Cross and Red Crescent Societies exists to improve the situation of the world's most vulnerable people. It provides assistance without discrimination as to nationality, race, religious beliefs, class and political opinions. The Red Cross is well-functioning and self-dependent committee, which is well known in the region.
The tasks of Rezekne Red Cross is :
- by increasing amount of programs, services and visibility of the committee, introduce 10 000 people with services of RRC each year.
- to increase amount of RRC members up to 2% of number of inhabitants of Rezekne city and district
- to become self-dependent committee.
