Why, oh why, did they dig him out?

My personal guess is that it was making the area look untidy. So the council were brought in and the hat was removed. Once the reason for the hat was discovered, they removed Peter as well.
This picture was actually found on website that i was directed to via a vain websites directory on google, and the picture is also being used illegally, but i find in some cases its best not to ask for permission as it just further over inflates peoples egos, so i didn't ask.
Actually this picture is not a very good likeness of said person and the snapshot below shows him much better.
