India is a poor developing country with a low
per capita income, rapid population growth and low literacy. The key to
development lies in four fundamental factors- human resources, natural resources,
capital formation and technology. For better utilisation of these resources,
the following action plan has been prepared:

Finding
a permanent solution to the Kashmir Problem
2. Restoring
political peace in the North-Eastern Region

3. Improving
the Law and Order situation throughout the Country
.
4. Giving full
Autonomy to all Government Undertakings, Departments and Financial Institutions
.
5. Making a
detailed assessment of the resources remaining unutilised or under-utilised
.

Listing out the needs of essential goods and services
7.
Taking the Economy towards PPF with domestic and foreign capital
8. Reducing
the Annual Budget and Fiscal Deficit
9. Exempting
essential goods for the poor from taxes and duties, using the Benefit Principle.
10.
Raising the revenue to meet the expenses through direct taxes, using the
Ability to Pay Principle
.
11. Creating awareness among the public, keeping the financial situation transparent
12. Injecting
high dose of Spiritualism through education and mass media.
