The distabilization that came to its climax on March 26-28, '99, within a scenario of violence mounted mainly by the medias, the Congress and the Judiciary, plus a shameful blessing of the paraguayan Catholic Church -thru its neostalinist Priest Oliva- in the manipulated sacrifice of youngsters, had succeeded in overthrowing the most legitimate government in Paraguay since 1870 ...

   Our native Catholic hierarchy, -contrary to the Christian faith- didn't even try to save the supposedly 'oviedista sinners'. It just openly and pharisaically sided with the socalled 'youngsters for democracy', ultimately instruments to Arganismo.
   The responsibility on the death of Dr. Argana was clearly oriented not only to remove President Cubas but also to enhance Oviedismo as
'the internal enemy' to associate with, -in order to justifyily repress- any possible threat to the new regime of usurpers.
  
  
Since the parliamentary coup and the forced resignation of President Cubas -March 28, '99- we had:
-The vacancy of the Presidency and Vice Presidency.
-Dr. Luis Gonzalez Macchi as President of the Senate, in provisional charge of the Executive office.
   He was constitutionally compelled to call for Elections for a Vice President -to assume the presidency- but he didn't.
-In July '99 expired Gonzalez Macchi's mandate as President of the Senate, thereby becoming then a simple usurper of power. However, the manipulated Supreme Court 'extended' his term as head of the Executive thru 2003. Then the Supreme Electoral Tribunal convoked to Elections for a Vice Pres. (for Aug 13, 2000)
The supreme law of the country is the Constitution. None of the branches of government --in this case the Supreme Court part of the Judicial-- created by the Constitution can be above it.
   Also the outcome of the Colorado Primaries (April '00) -to elect a candidate for Vice Pres.- under no legal Party authorities, couldn't have any legitimacy.
   (In April '99 had already expired the mandate of the Colorado Junta along with its Ethical & Electoral Tribunals. In May '99 an orchestrated convention 'extended' their mandates)
-As unquestionable symptoms of our setback, under the guise of fighting the 'internal enemy' we have again in Paraguay: an escalating purge in the Armed Forces and the Police, political prisoners, tortures, persecutions and exiles.
   Also, there became permanent the (direct or indirect) harassment to major pluralistic medias because of their critical postures: La Nacion (Director: Osvaldo Dominguez Dibb), ABC Color (Director: Aldo Zuccolillo), Ne-Engatu Revista (Director: Epifanio Mendez Jr), Radio Asuncion (Director: Miguel Fernandez), Radio Nanawa (Director: Juan C. Bernabe), Radio 970 AM (Director: Alejandro Dominguez Wilson-Smith. Analysts: Atilio Viera, Alberto Vargas Pena, Bernardino Cano Radil, Hermes R. Saguier and Adolfo Ferreiro).

  
The alleged 'coup attempt' on May 18-19, 2000, orchestrated by the Establishment internal groups -to purposely repress real dissidents- was the new justification for the regime to keep at stake civilian, military and independent medias calling for political normalization. It also happened just before the Vice Presidency Election (Aug. 13 '00), so as to keep everything under the regime control. (34)
   Inmediately we had then more imprissonments of dissidents and the criminal assault on the opposing Radio Asuncion along with an increasing pressure on Radio Nanawa till the closure of Bernardino Mendez Vall's program.
   According to Maj. Pedro R. Paredes
what happened on May 18, 2000 was not a 'coup attempt' but a complot involving politicians and military officers, to ultimatelly dismantel the Cavalry ....  The Cavalry Division within our Armed Forces, is the stronghold of our institutional normalization process.
   In order to get these facts' insight, we urge the major international medias like CNN and others, a more direct presence in Paraguay -cross roads of the Southern Cone- whose usurped power could be unpredictably contaminating the region's security.
