The Pamlico  Sea Base offers five programs, each of which is designed differently to suit the varied needs and interests of older Scouts, Venturers and Sea Scouts.

These five programs are:�

The Pamlico Sea Base offers a nationally accredited high adventure program, and provides crew members with exciting opportunities to participate in ?older camper? and aquatic oriented experiences completely different from anything that they have ever done before.
The Kayaking, and Sailing programs lasts six days, so scouts will check in on Sunday of the week they're going to participate and check out the following Saturday morning.
Venturing Camp is divided into two 3-day sessions, check in for the 1st session is Sunday, 2nd session is Wednesday.
SCUBA last for four days and there are additional SCUBA programs that units may sign up for if they wish to stay longer and get some additional dives in.
Participants in any of the programs will spend the week getting hands on instruction in the activities included in their program. They will find themselves reinforcing their basic scouting knowledge while learning advanced camping, boating and seamanship skills and much more. All this while developing outdoor leadership, problem solving techniques, an appreciation of teamwork and an understanding of group dynamics.
The Pamlico Sea Base
The Pamlico Sea Base is separate from its older brother Camp Bonner, our resident Boy Scout summer camp. The Base's programs are conducted from its own high adventure facilities just down the shore from Camp Bonner. Located within the Herbert C. Bonner Scout Reservation along the scenic and picturesque banks of North Carolina?s Pamlico River, the Sea Base includes a new administration building, crew campsites, a trekking crew base camp, a beautiful waterfront area, and all of its own boating, camping and outdoor equipment. Nationally accredited in 1999, the Pamlico Sea Base continues to offer quality high adventure programs on a year-round basis.
The Pamlico River
The Pamlico River stretches from Washington, NC to Cedar Island where it empties into the Pamlico Sound, the state's largest body of salt water. The river is home to many thriving historic communities and is also home to our very own Herbert C. Bonner Scout Reservation.
The Pamlico is one of North Carolina's most useful and scenic waterways. It's abundance of wildlife supports dozens of fisherman who make their living year round byharvesting and selling fish and crabs to local seafood markets. In the summertime the river comes alive with recreation activity. Sailing, canoeing, kayaking, power boating, and sport fishing are all activities that locals and visitors alike enjoy.
The Pamlico River has played host to innumerable historical events. There once existed a large Native American Settlement along it's shores and it was on the banks of the Pamlico that the very first battle of the Tuscarora Indian War was fought. Edward Teach, (A.K.A. Blackbeard the Pirate) used the river and its creeks to hide from his enemies. And it was Bath, a community on the river, and North Carolina's first town where Blackbeard made his home. Later the Confederacy used the Pamlico for naval defense during The Civil War. It was on this river just a few hundred yards of the shore of the Pamlico Sea Base that one of the war's bloodiest gunboat battles was fought.

Coastal North Carolina was frequented by pirates that prayed on merchant ships from Virginia and South Carolina.� The many inlets with shallow waters and shifting shoals made our waters the perfect pirate hideout. Your crew will visit towns that were frequented by the likes of Blackbeard, Calico Jack, Stead Bonnett and Anne Bonney. Who knows, you may even discover a buried treasure!
The Cape Lookout National Seashore
�The Cape Lookout National Seashore is where the crew of the Sea Kayaking and Sailing Trek will spend their week. It has been referred to as &quot;North Carolina's version of Mecca&quot; for coastal kayakers and Sailors. Once home to many thriving fishing and whaling communities this vast chain of barrier islands is now deserted. The National Seashore is made up of three main islands; Shackleford Banks, South Core Banks, and North Core Banks. These three islands stretch for 55 miles from Beaufort Inlet to Ocracoke inlet.
Another popular attraction of the Cape Lookout National Seashore is the feral horses of Shackleford Banks. Known by the locals as Banker Ponies, these horses once belonged to the residents of Shackleford but were left behind when the last of the setters moved off the island.

Participation Requirements
All crewmembers must be currently registered in the Boy Scouts of America. Crewmembers in any of the Sea Base programs must be at least 13 years old by January 1, 2002, and be able to pass the swim test.
They also must have a current, completed Class III medical exam.
Participation in the Kayaking Trek requires crewmembers to be 14 years old by the week they plan on attending and have passed the swim test.
All participants (youth and adult) are required to read, carefully review, and sign the
HOLD HARMLESS/RELEASE AGREEMENT found in the back of this guide.
Registration Information
Troops, Venture Crews or Sea Scout Ships wishing to reserve a week of kayaking, or sailing must fill out the appropriate registration form and send it in the East Carolina Council along with a $200 non refundable deposit by April 1, 2003. Each trek has limited space and crews are selected on a first come first served basis. This means it's important to register as soon as possible.
The Pamlico Sea Base is proud to offer unit registration and programs. A minimum of two adults must accompany the unit while on the trek. Realizing that these programs are specifically developed to serve and teach youth members, we recommend that the adult to youth ration should not exceed 1:4.
Provisional programs are available each week of the Sea Base summer season. Adult leaders will be provided for these programs.� This allows individuals to attend a Sea Base program with his or her unit?s participation.� This is a great opportunity for units that are attending Camp Bonner to provide a high adventure opportunity for it?s older youth.
Crew leadership
Adult Leadership-
Each crew should consist of eight youth and two adults over the age of 21. In the case of co-ed groups, there should be one male and on female leader. One member of the crew should have a current CPR and Red Cross Certification. It is highly recommended that leaders should possess a current Safety Afloat and Safe Swim Defense card.�
Youth Leadership
The crew should also select a crew leader prior to check in.� This is important because your Crew Leader will be instrumental in the initial check in procedures.
Lifeguard certification-
It is also recommended that at least one member of your crew be Red Cross or BSA Lifeguard Certified.
Provisional Registration
Provisional crews for sea kayaking, sailing Adventure and Sailing School are available. Any scout wishing to participate in a provisional trek must submit the appropriate form along with a $50 non-refundable deposit by April 1, 2003. A minimum of eight participants is required to operate any of the programs. Should a scout register and send in his deposit for a program that is canceled due to low registration, a full refund will be given for any deposit and fees paid. However, low registration is generally not a problem.

High Adventure Sea Kayaking
What is Sea Kayaking?
Sea Kayaking is as the name implies: kayaking in the sea, on large coastal bodies of water. This unique craft allow us to paddle in areas where it is much too difficult and dangerous to paddle canoes because of wind and waves. The sleek design of sea kayaks enable them to glide through wind and waves without much resistance, and their high storage volume lets the paddler pack plenty of gear on board for extended treks.
The Pamlico Sea Base offers participants an extremely rare opportunity: High Adventure Sea Kayaking in the beautiful Outer Banks of North Carolina. Rest assured, this is no ordinary BSA trek. The crew of this adventure will spend a week exploring the Cape Lookout National Seashore, paddling from Harkers Island, NC all the way to Ocracoke, or Hammocks Beach State Park covering a distance of nearly 60 miles.
A Sea Base staff guide will instruct the crew members in advanced outdoor skills such as wilderness cookery and low impact - no trace camping, just to name a few. They will also learn skills essential for sea kayak safety such as paddling techniques, self-rescues, group rescues, navigation, and much, much more.
The crew will experience the majestic beauty, wonder and excitement that the North Carolina Coast has to offer. They will have the opportunity to appreciate and understand the delicate ecosystem that makes up the &quot;Down East&quot; coastline. A maritime adventure of a lifetime, the Pamlico Sea Base Sea Kayaking Trek offers a week of non-stop, high adventure fun
After check in and testing on Sunday the crew will discuss their desires and abilities with the crew. They will also discuss weather forecast, events and other factors that may effect the trek..� The Crew will then pick a trek that best suits their desires.� Most treks selected are:
Southern Trek- our most popular- your crew will start at Harkers Island and you will travel to Cape Lookout, Shackleford Banks, Beaufort NC, Ft Macon, Emerald Isle, Bouge Banks and finish at Hammocks Beach State Park.� This trek is great for crews that like to sight see, visit public beaches, and are beginning to intermediate Kayakers.
Northern Trek-� for more advanced wilderness travel- this trek also starts at Harkers Island and goes to Cape Lookout, then heads north up Core Banks to Portsmouth Village and Ocrakoke Island.� This trek is best suited for the Crew that prefers wilderness travel and wild beaches.�

The Sea Base Sailing School
Have you ever wondered what the word ?leeward? means? How about ?dead reckoning?? What?s a ?quarterdeck? If you?ve ever longed to feel the gentle sea breeze or the bite of the salt sea spray at the helm of a sailboat, but never had the confidence, skill, abilities and know-how to master the fine art of boat handling, then the Pamlico Sea Base has a unique program tailored just for you.
Crewmembers who sign up to take part in the Sea Base Sailing School will spend the week in intensive hands-on training aboard a variety of small sailing vessels. Upon completion of the program you will be certified as a US SAILING small boat sailor.
You won?t spend much time sitting down because your classes all take place aboard one of the many boats we have at the Base. You?ll arrive on Sunday, and once you?ve passed your swim check you?ll get right into the instruction.
The first three days will involve learning the basics of sailing and seamanship. Subjects covering navigation, the rules of the road, knots, weather, piloting and helmsmanship, boat care and maintenance plus the BSA guidelines for safe boating will be included. Boy Scouts will have the opportunity to work on the requirements for the small boat sailing merit badge. Venturers will be complete the watercraft elective requirements for the Ranger Award and Sea Scouts will earn the Small Boat Handlers Award and complete many of the requirements for the Apprentice, Ordinary and Able ranks.
By Wednesday evening of the week, your confidence in your nautical abilities will have grown tremendously. Your crew will be issued a set of charts for the local waters of the Pamlico River, and your instructor will provide you with the navigational tools necessary to plot a trek to a location within a day?s journey from the Sea Base. You will need to go to bed early Wednesday night, because first light comes quickly.
On Friday, you and your crew will have your course laid out and you?ll make preparations to get underway to locations such as Bath, Goose Creek State Park, Washington NC or to our wilderness facility on the north side of the river.
The Pamlico Sea Base?s Sailing School provides a terrific opportunity to learn a skill that will last a lifetime and it?s a guaranteed sea chest full of fun and excitement!
Sailing Adventure
The Sea Base's Sailing Adventure, in it's fourth year, gives participants the opportunity to sail the same waters that Blackbeard the pirate did almost three hundred years ago. The crew of the Sailing Adventure will embark on their journey at first light on Monday morning and spend the week sailing the mighty Pamlico River. At night, you?ll be sleeping aboard your vessel or onshore at various points along your route. Crewmembers will learn about the ecology, and rich history of the North Carolina Coast as well as gain confidence and leadership at the helm of a keelboat in excess of 24ft.� This trip has proven to be as exciting as it is unique.
The Sea Base will outfit your unit and provide a staff member to serve as a guide on your trek.� Your crew will travel and live aboard the boat for 5 days. There are usually three boats per crew. A minimum of two adults per crew is required by BSA standards. Experience in sailing and seamanship is required. A refresher course and instruction in boat handling will be provided at the unit leaders request.
As you cruise the scenic Pamlico Sound, you will visit many historical ports such as Washington, Bath and Belhaven.
�New Award Available to Sea Base Crews
The Compass Rose Award will be presented to all Crews that complete a week long Kayak or Sailing or sailing trek.
The Compass Rose Award can only be earned and is not available for purchase.� One award will be presented to crewmembers that complete their planned expedition and complete a two hour service project at the Pamlico Sea Base.
������ Venturing Camp
Venturing Camp is an extensive � week program which is designed for Venturers and Sea Scouts that who desire an affordable, co-ed camping experience, created especially for young adults, that will allow them to get an introduction to the Sea Base and complete requirements needed for the Venturing Outdoor Bronze award and Sea Scout Advancements.
The first session is Sunday through Wednesday and will focus on outdoor skills and travel.�� Campers will complete requirements in Cooking, Orienteering, Leave No Trace Camping, Survival and Watercraft, as they learn to live and travel in the outdoors.� The camp will also introduce campers to rifle shooting, rappelling and other fun activities.
The second session is Wednesday through Saturday and will focus on Boating and Seamanship.� Campers will complete the requirements for the Watercraft Bronze award elective; receive their Safe Boating, Safety afloat and Safe Swim Defense certificates.� Sea Scouts will complete the requirements for Small Boat handler. Other requirements such as cooking or galley will be completed. Campers will receive in camp instruction and will participate in a Sailing trek to Bath on Friday.
Sessions are different enough for campers who wish to stay for both sessions to do so without repeating any program.����
SCUBA
This program certify participates as PADI Basic Scuba Diver, and completes the requirements for the Bronze award elective, and BSA Snorkeling award.
The program consists of in-camp classroom and pool instruction and an overnight ocean open water diving experience.
Participants must provide their own mask, snorkel, fins and booties. All other equipment, books materials and supplies will be provided.

Important Information
Health Forms
All crewmembers must have a properly completed and signed Class III Health Form (#34412) in order to participate in any of the Sea Base?s programs.� This form is required to have been completed and signed by a doctor within the last 12 Months. For crewmembers under the age of 18 the signature of a parent or guardian is required. Every crewmember must have this health form with them when they check into the Sea Base on Sunday.
Safety
Safety concerns are not taken lightly at the Pamlico Sea Base.� We realize that as with many outdoor activities, the programs offered through the Sea Base may involve the potential for risk.� That ?s why we set the standards for our instructors very high and why our instructor training is extremely rigorous. Above all the training and certifications, the most important requirement we have for our instructor?s is that of sound judgment. This ?sound judgment? includes the ability to foresee potential problems and make decisions that will prevent these problems from becoming serious or dangerous.
As part of the off camp programs (Sea Kayaking, Sailing, SCUBA), each crew is given a thorough instruction on the use of the safety equipment they will carry on the trip. This safety equipment includes flares, a VHF radio, whistles, a cellular phone, paddle floats, PFDs, signal mirrors, first aid kits, boat repair kits, and throw lines.
Sea Base guides and instructors are highly skilled in the activities that they are involved. Every member of the Sea Base Staff is well trained in safety and risk management. Our Staff training program includes standard BSA topics such as Youth Protection, Safety Afloat, Safe Swim Defense, BSA Lifeguard as well as other non-BSA training.� The average age of the Sea Base Staff is over 26yrs.
Uniform Wear
Each crewmember is required to bring to camp at least one complete Class A uniform appropriate to their BSA registration.� The Uniform should be worn when traveling to the Sea Base, during chapel service, during meals in the Camp Bonner Dining hall and on Friday evening for the closing campfire.� Crewmembers are also encouraged to wear Scouting related T-shirts during the weekdays on the Treks.�
Most of the program takes place away from the Sea Base and in public places.� Crew Members are reminded that they are ambassadors of the Scouting movement, and of our Sea Base program. While in camp, your crewmembers are role models for younger Scouts attending Camp Bonner. Please remember this fact and present yourselves in appearance and behavior that is appropriate with the values of Scouting.
�It is recommended that crews make a unit tee shirt, or purchase a Sea Base tee shirt that can be carried on the treks and can be worn to identify the group when visiting public attractions.

Checking in to Camp
Sea Base Crews are required to check in to the Sea Base between 12:30 and 1:30 pm on the Sunday that their trek begins. There is much preparation to be done for week ahead including preliminary safety training and instruction. It is essential that all crewmembers check in by 1:30 pm, if a crewmember arrives late they will forfeit their spot on the Kayaking/ Sailing crew unless they notify the program director, or High Adventure Coordinator, before hand. If a crewmember for any reason expects they will be late they must notify the Sea Base as soon as possible.
Check in for the Sea Base will begin at the Sea Base. When a crew arrives at Herbert C. Bonner Scout Reservation they should proceed to the Sea Base with all their gear. A member of the Sea Base Staff will be waiting to greet each member of the crew on the porch. The instructor will help unload the crewmember's gear and take them inside where they will turn in their Crew Rosters, medical forms and take care of any registration needs.
At 1:30 pm the Crew will meet their Guide who will conduct a Crew Orientation and equipment shake down. Then it's off to the pool for swim checks. After swim checks the afternoon will be filled with kayaking instruction, and the preparation of crew equipment and food for the week.
During Sunday afternoon, your Crew will participate in a logistics brief, you will discuss the needs and ability of your crew, weather prediction for the week and any Marine warnings that my affect your trek.� You will then choose the route that fits your needs and interests and plot your trek for the week. Your Crew leader will prepare an itinerary and float plan, which will be filed with our Logistics Staff.
Preparation for the Trek
Sea Kayaking/ Sailing can be a physically demanding activity. This is an extremely rigorous trip. Participants must be in good physical condition.
It is recommended that Scouts participating in this program get in shape prior to the trek. Crew members should work on endurance, through running and swimming, and they should work on upper body (pushups and pull-ups), abdominal and back strengthening conditioning (sit-ups, torso twists and crunches)
Required skills for Kayaking can be found in the Boy Scout Field Book, Canoeing Merit Badge book and swimming merit Badge Book. It is also advisable to have a safe boating course offered through USCGA, Power Squadron or local wildlife agency.

It is also advisable to have a basic sailing or safe boating course offered through USCGA, USSA, Power Squadron or local wildlife agency.� Your crew should know the following knots: Reef Knot, Bowline, Cleat Hitch, Sheet Bend, Figure 8.
Individuals attending the Sailing School will also be required to swim 100 meters and tread water with their clothes on, put a PFD on in the water and tie a Bowline around themselves in the water.
SCUBA training will require that swimmers can swim at least 200 meters, be able to don and clear a mask underwater
Additional paperwork, releases and physical forms will be provided to the unit upon receipt of a Deposit.
At least one member of your crew needs to be Red Cross CPR Certified, if your local agency offers the ?When help is delayed? course that also is advisable. It is also highly recommended (not required) that at least one member of your Crew be BSA certified
Crews will also be required to select a Youth Crew Leader for the Trek. The Crew Leader position is very important and will require that your crew carefully select a person who can make sound decisions.

The Pamlico Sea Base and Bonner Scout Reservation
From Greenville:Take NC 33&nbsp;in   to Chocowinity. Cross the US 17 -&nbsp;NC 33 intersection and travel 1.5   miles to Old Blount's Creek Road. Turns left and go approximately 6 miles to   Mouth of the Creek Road. Turn left. Camp is 4 miles on the left.
From Wilson: Take US 264 east into Washington. Turn right at the   intersection of US 264 and US 17. Continue on 17 into the town of   Chocowinity. Turn left at the intersection of US 17 and NC 33. Go 1.5 miles   and turn left on to Old Blounts Creek Road. Go approximately 6 miles and turn   left on to Mouth of the Creek Road. The Bonner Scout Reservation will be 4   miles on your left.
From Williamston:Take US 17 south to   Chocowinity. At the intersection of 17 and NC 33 make a left and go 1.5 miles   to Old Blount's Creek Road and turn left. Go approximately 6 miles and turn   left on to Mouth of the Creek Road. The Bonner Scout Reservation will   be&nbsp;4 miles on your left.
From New Bern:Take US 17 north to   the intersection of NC 33 in Chocowinity and turn right. Go 1.5 mile to Old   Blount's Creek Road and turn left. Travel for 6 miles to Mouth of the Creek   Road and turn left. Camp is 4 miles on the Left.
By Boat: Refer to the most current NOAA Chart #11554. The Bonner Scout   Reservation waterfront is located at approximately 76* 57' N by 35* 26'   25&quot; W.
NOTE: Persons planning an arriving by boat MUST contact the Sea Base   Director at least two weeks in advance of their arrival.
By Bus: The nearest Bus depot is located in Greenville. Persons   arriving by bus should contact the Camp Director or the Sea Base Director for   pick-up arrangements.
By Train: The nearest AMTRAK stations are located in the cities of Rocky   Mount and Wilson. Persons arriving by train should contact the Camp Director   or the Sea Base Director for pick-up arrangements.

I understand that participation in the activity of _______________________ involves a certain degree of risk that could result in my injury or death.� In consideration of the benefits to be derived and after carefully considering the risk involved, and in view of the fact that the Boy Scouts of America is an organization in which membership is voluntary, and having full confidence that the precautions will be taken to ensure that the safety and well-being of my (son/ daughter ),� I hereby give consent for _______________________to participate in this activity. I release, hold harmless, and waive all claims I may have against the Boy Scouts of America, the East Carolina Council, B.S.A. it?s staff, volunteers, officers and sponsors, for any injury or death resulting from the use of the East Carolina Council BSA facilities and /or equipment.
In case of emergency, I understand every effort will be made to contact me. In the event I cannot be reached, I hereby give my permission to the physician selected by the adult leader in charge to secure proper treatment, including hospitalization, anesthesia, surgery, and injections of medication to my child.
