The Palestinian Sailing Federation Constitution

a – Name The name of the Federation is Palestinian Sailing Federation PSF

b-Federation establishing :The Federation was established abroad in the year 1996, in Egypt – Cairo , it was moved to homeland in 23 November 2005 and it was registered by the Olympic committee and the ministry of youth and administration committee was formed .

c- Definition : the Federation is a nongovernmental sport organization with an independent moral nature , sponsored by the state and supported to achieve it’s aims , it is considered as the only organization that represent the state in the local and the international meetings, seminars and championships in sailing field .

d-language : Arabic language is the official language of PSF with the possibility of using other official languages to communicate with other states.

e-Location: Gaza city , Palestine state , with the possibility of having other committee’s branches in other cities or states if its required.

2. Article 2 – Objects

The objects of the Federation are:

a. To promote, organise, administer and represent yachting and boating on a national and international basis.

b. To promote and control the representation of Palestine yachts and sailors at international regattas and Olympic Games.

c. To maintain its status as a Full Member of the International Sailing Federation Limited (“ISAF”) by virtue of being the National Authority for Palestine

d. To recognise and support ISAF by:

i. promoting the objects, interests and influence of ISAF;

ii. carrying out and respecting ISAF’s rules, regulations and decisions;

iii. refraining, and using reasonable endeavours to persuade others within the Federation’s jurisdiction to refrain, from actions that are inconsistent with ISAF’s objects, rules, regulations and decisions.

1. Article 3 - Powers

The Federation shall have power to do all such lawful acts and things as are incidental or conducive to the attainment of its objects from time to time including (without limitation) the following:

(a) To raise funds by way of annual subscriptions and special levies to be paid by the members;

(b) To use the funds of the Federation in such manner as may be considered necessary or proper in carrying out its objects;

(c) To purchase or otherwise acquire upon such terms as the Federation may think fit any moveable or immoveable property and any rights or privileges either necessary or convenient for the promotion of its objects, and to sell, exchange or otherwise deal with and dispose of such property rights or privileges;

(d) To borrow or raise money in such manner and upon such terms as to repayment or otherwise as the Federation shall think fit;

(e) To enter into any contracts, agreements or arrangements with any person, firm, syndicate, corporation or company the Federation may deem conducive to any of its objects.

4. Article 4 – Members – Number and Categories

The participated organization should be a Palestinian one and officially registered .

1. The following are eligible to apply for membership of the Federation:

(a) Individuals (“Individual Members’)

(b) Yacht Clubs (“Yacht Clubs)

(c) Local and Regional Associations of Yacht Clubs (“Regional Associations”);

(d) Class Associations formed to promote the interests of a class of sailboat (“Class Associations”).

(d) Other Maritime Associations (“Maritime Associations”).
