The Painting Hut crew choose to offering levels of work ranging from 1 - 4. Your basic trooper is typically reserved for level 1, while level 3 is for commanding officers. Level 4 is more commonly used on special characters, display peices and key units. (Please note that unit commanders will always be painted one level above the unit at the cost of a regular unit member. Example: A Space Marine tactical squad painted at level 2 would have its sgt paint at level 3 for the cost of a level 2 marine.)
