History The need for closer supervision and regulation amidst the proliferation of diploma mills drove private schools to band together. In 1932, after a luncheon tendered by President Mariano V. de los Santos of the University of Manila at his home Balintawak, the college and university presidents in attendance spontaneously decided, at the suggestion of Justice Jose Abad Santos and Mr. Conrado Benitez, that there should be an association of Filipino private universities and colleges to protect their mutual interests and to distance themselves from the fly-by-nights and diploma mills. The school heads present were Senator Camilo Osias of National University, President Nicanor Reyes, Sr. of Far Eastern University, Mrs. Francisca Tirona-Benitez of Philippine Women's University, Mr. Jose Fabella of Jose Rizal College and President de los Santos.
