Justice Force was formed long ago. Originally the Enforcers, they were one of Chess's first superhero teams. After battling the C'tegorf, the team started to fragment. Never strong on organization or internal security, Justice Force still served, but mainly as solo adventurers.

The team worked with the Guardians on assignments until the death of Spectre in 1992. They regrouped briefly to serve under the evil clone Spectre, successfully stopping the Cappellian invasion. When the new Spectre was revealed as a clone, the team disbanded for good. Chess shut down their headquarters during the missing years. Some former members of Justice Force, such as Kamikaze, still serve in Chess.
