THE WEB MODEL

An organisational culture model for ABS is designed considering the critical dimensions discussed throughout this study. This model is named as “The Web Model”. The reason for choosing this name is that the elements of performance enhancing organisational culture are all linked with each other and this complex form of culture could be best understood by a web format.

Considering the purpose of this study, only the critical elements of an appropriate organisational culture for ABS are included to this model. This model proposes that there are 8 main dimensions of an appropriate performance enhancing culture for ABS and one of these dimensions, HRM, includes 4 main elements. These dimensions can be summarised as follows:

Ü      Effective organisational learning

Ü      Excellent leadership at all levels

Ü      Support for innovation

Ü      Customer oriented organisation

Ü      People oriented organisation

Ü      Adaptive to the changing business environment

Ü      Consistency in doing things

Ü      Emphasis on Human Resource Management (HRM):

n Effective and reliable communication

n Effective reward policy

n Teamwork

n Employee-centred management

The web model also shows other critical elements, which are important to understand the organisational culture of ABS. These elements are also related to and/or supporting the critical dimensions of the performance enhancing organisational culture within the web model. These elements are:

§  Vision

§  Mission

§  Rites and rituals

§  Symbols

§  Heroes

§  Values

§  Practices

§  Organisational structure

§  Physical environment

The web model shows the organisational culture of ABS surrounded by the business environment in which the school is operating.

An important feature of this web model is that it enables to focus on each dimension and consider the other dimensions as supporting elements. For example, while studying on “leadership”, the model can be redesigned as follows. This figure could be analysed in such a way to show that it highlights the following important issues about organisational culture that are related to the leadership:

§        The importance of leadership by positioning it in the middle.

§        The effect of leadership on the other critical dimensions, such as a people oriented leadership style or supporting risk taking and/or innovation

§        The need for support from other dimensions for excellent leadership, i.e. HRM practices (encouraging personal development, practicing appropriate reward systems, etc.), and emphasis on the awareness of organisational learning for excellent leadership.

This re-designed web model also supports some of the commentators on organisational culture, such as Schein (1986) who stated that the leaders are critical in shaping an organisational culture.

Finally, this flexibility of the web model helps to put the complex relationships between different dimensions of organisational culture of ABS in a simple format and enables to examine these dimensions in a systematic way.
