As the internet matures the web browsers don't and they stay behind in 2005. Now it is hard to find a web browser that is modern that also can support Windows 9x. This is the lastest released browser for windows 9x but there may be some compatibility issues with some pages but they can evenually be ironed out.
Winrar is needed to open the files.
