The Integrated Health and Social Action Development Programme (PDIS) is the government health programme established in the Ministry of Health, covering the first five years of the National Health and Social Development Plan.



In Senegal, the current hospital orgnization scheme includes public health hospitals classified according to technical criteria determined by decree: Depending on its situation or its particular technical or administrative techniques, each public health hospital establishment is designated as a national hospital centre, a regional hospital centre, or a municipal hospital centre; military hospitals participating in the public service; and private hospitals: (a) without profit-making aims; and (b) with profit-making aims.

Third level public health hospitals provide national coverage, linked to their high degree of specialization in medicine, surgery, obstetrics, and psychiatry. They shall constitute the third level of reference.This category include the Hopital Principal of Dakar, Hopital Aristide Le Dantec, Centre National de Transfusion Sanguine (CNTS) and Traumatology and Orthopedics Center (CTO)in Dakar, all of these part of the University Hospital System (CHU)along with the UCAD-Medical School

Second level public health hospitals provide services involving general medicine and surgery, obstetrics, emergency care, and specialized care of a medical, surgical, or psychiatric nature. They constitute the second level of reference for the public and private health units of the area they cover. In this category are included Hopital de Fann,Hopital de Thiaroye

First level public health hospitals specialize in services involving general medicine, general and obstetric surgery, and emergency care. They shall represent the first stage of reference for the health units of the area for which they are responsible. This category includes small infirmaries or Centres de Sante that loosely follow the administrative districting.

Military hospitals are governed by special texts and fall under the jurisdiction of the Armed Forces Ministry, though catering to both military and civilian personel and usually located in local garrisons.These include IHO and CMGDD.
