Jasmine
The sprawling port of Jasmine is the capital of the Fidake Provence, and home to around two hundred thousand people. It is fairly unique in that in many places the city extends out over (and in some cases, below) the water. Many of the Imperial Houses and have summer retreats in or around the city, and Mnemon herself has a personal residence in the inner city.

The Council
Jasmine is the home of the Fidake Council. While the Council appoints regional governors and other officials, and can send armed aid if required, it is primarily concerned with the running of Jasmine.

Structure
The Council is made up of five members. Three of the members are elected by the city officials and usually serve for 6 year periods. By a 250 year old agreement with House Mnemon, the other two members of the Council are chosen by House Mnemon, and at least one is usually a Dragon-Blooded from a minor branch of the family. They serve for as long as the House deems. The Mnemon councilors also have the power to veto any decision made by the rest of the council, but this rarely happens.

In exchange for having two Mnemon agents on the Council, one of the Mnemon private legions (the 4th) is based in Jasmine, with an agreement that if a need arises, it can be placed under the command of the Council. So far, the Council has never requested the service of the 4th Legion.
