1. Introduction
The OTFL was created on the premise of enjoyment and the building of a community. That means you are to have fun. Cheating will not be tolerated in any shape or form. If you have any problems with a GM, please feel free to contact the Commissioner or the Assitant Commisioner and the necessary steps will be taken.

2. General Rules
2.1 - Management: OTFL managers are free to manage their team as they see fit. However each manager is expected do their best to put a successful team together. Tanking will be prohibited and if it is assumed that you are doing so, you will be removed from the league and replaced by a new owner.
2.2 - AIM: OTFL would like for every manager to have AOL's Instant Messenger. You can obtain a free copy from http://www.aim.com . Very easy to sign up for and its FREE!!
2.3 - Message Board: Every team is required to be registered on the message board for league purposes (trades, polls, announcements, the like.) Please register with a message board name that is relevant to your team (ie. Pirates_GM)
2.4 - OOTP5/6: OOTP5 will not be need for first season but if u have it thats good. And u can export through that. OOTP6 will be needed at the conclusion of season 1.

3. Off-Season
3.1 - Free Agent Signing Period: The free agent period will be 30 days and will be simmed as follows: Days 1-5 on day 1, Days 5-10 on day 2, Days 10-20 on day 3 and Days 20-30 on day 4. To make offers on the free agents you want use the Export to FTP feature on OOTP5.
3.2 - Spring Training: Spring Training will be held at the end of FA bidding. You will have 20 points to use for upgrading your players that can be dispersed throughout each individual player. All players in your minors system automatically get "invited" to Spring Training. The abilities to be worked on will be: Power, Contact, Strike Zone Judgement & Defense for Hitters and Arm Power, Control, Endurance, Velocity for Pitchers. You may ask for a player to learn a new position or have a pitcher be changed from a starter to reliever or vice versa. It will take 5 points to attempt a change and it may not always work, the player or pitcher might not be able to learn the new position. I think if you add more points it will help them learn the new posistion better. You can export the it through the game then email me the file and i will put it in the game.

4. Regular Season
4.1 - Trades: Trades can take place until the season's deadline. Trades can consist of draft picks for the upcoming and next years draft and cash (maximum will be $5 million in any trade). The deadline will be July 31 of the current game year. Both managers making the trade must agree to it on the message board or it will be voided. NO EXCEPTIONS TO THIS RULE!! The trade must be of fair value to both teams, if the trade appears to be lopsided the deal will be sent to the trade commitee which will consist of 5 teams 2 teams from AL and NL and me. I ask that both teams give a brief explanation as to why they are doing the trade; this will help out the commissioner and the trade board if necessary. All trades will be entered into the game after a sim then the file will be released and that will be the file you export with
4.2 - Player Releases: You may release any player at any time, but be aware that if they have a major league contract you will be responsible for the remaining amount of the contract. e-mail them to the commish and they will be released after the sim taking place. Example if you release someone on Sunday and there is a sim on monday they wont be released until after Mondays sim.
4.3 - Promotions: You can schedule promotion days for your team to help bring fans into the stadium and raise your fan base, as long as your available team cash is able to pay for it. Here is a list of the available promotions: 1. Retro Game Day , $75,000, +15% fan increase, once per year. 2. Baseball Cap Day , $100,000, +20% fan increase, once per month. 3. Noddin' Head Doll Day , $250,000, +45% fan increase, once per month. 4. Bat Day , $125,000, +25% fan increase, once per month. 5. Glove Day , $150,000, +30% fan increase, once per month. This scheduling can be done on your own within the game.
4.4 - Amateur Draft: The amateur draft will be 6 rounds long and held on June 1st of every season. It will be held via the OTFL message board for the first round and rounds 2 through 6 the computer will select for you . When you have chosen your player from the draft on the message board, please contact the next team on the list (via AIM or email). If a GM does no selet a draftee within 48 hours of being contacted, the team will be auto-picked for the team and the the next team will have their 48 hours. Draft order will be last place team first and will follow that way for the whole draft. You may start making picks after the first sim. I will post the draft order on the message board after the first sim.

5. Money System
5.1 - Ticket Prices: Ticket Prices will be set between $1-$20 and can be changed anytime during the season.

6. Sims:
6.1 - All Sims will be held on Tuesday, Thursday, and Saturday. All line-ups are due by 2PM EST. on the day of the sim(s). The sim schedule is subject to change and the league will be informed via e-mail of any changes.

7. Guide Lines

7.1 - Activity: All General Manager's are responsible for keeping up with their team, top to bottom. If a GM is not keeping up to standard, I will suspend his/her rights to their team until they have a reason for this or they will be stripped of their General Manager's duties!

7.2 - Moving: The OTFL would like to stay as realistic as possible to MLB and therefore have decided not to allow moving of teams to new city's, unless they are done so in Major League Baseball.
