Part I
The background
The Oromo people are the single largest nation in the Horn and in East Africa. Historically hey were reach and had developed a kind of democratic culture, embracing all socio-economic and political phenomena, named Gada system. The implication of this system was far reaching that the then Oromo were peace loving, prosperous, well organized and militarily very strong people. As a nation, they were strongly defending their people and territory. Thanks to the incursion of Europeans in to the African territories, as late as the second half of the nineteenth century and most importantly to the Christianity which played decisive role in bringing a sort understanding and religious affiliation between the two colonizers-the Europeans and Abyssinians-that the mighty powers of the Oromo was humiliated by the modern weapons of latt! er and the Oromo were forced to knell down in front of their age long enemy at the same century.
Since then, the fate of this once indomitable very indigenous African nation has become a subject of perennial war, famine, persecutions, denial of their identity and expulsions from their inalienable land. The situation has been exacerbated since the Oromo have started national liberation movement, under the leadership of the O.L.F, in 1970s and reached its climax during the Transitional Government of Ethiopia and aftermath.
I. Causes of the Exodus of Oromo Nationals in the last three Decades and why they are suffering in Kenya today.
The Oromo nation to whom we the Oromo refugees in Kenya belong had been independent and administering itself before the colonial subjugation of Oromia by the narrow nationalist governments of Ethiopian Empire at the end of the 19th century,. However, since the colonial subjugation, the Oromos had lost their territorial independence, freedoms and, all human and democratic rights as well. As a result they have been harassed and humiliated from the past up to the present. To mention some of it, they have been persecuted, slaughtered, abducted, kidnapped, disappeared, detained, tortured, robbed and confiscated of their properties extra judicially for political reasons and, in short, for the mere fact of belongingness to Oromo nation became a crime especially during the Imperial and the Darg reg! ime.
After the downfall of the Darg military regime in 1991 and the coming to power of Ethiopian Peoples Revolutionary Democratic Front ( EPRDF) political climate seemed to get better. However, soon after one year one of the prominent opposition parties of the transitional government the OLF withdrew from the charter and all the prospect of having democratic government in Ethiopia drained into calamity. Thus under the guise of pacifying the Oromia region from the OLF, the present ruling party in Ethiopia EPRDF's, declared all out war against the Oromo and started harassments, humilities, and the violation of human and democratic rights are aggravated that EPRDF restlessly and publicly continued slaughtering, detaining, torturing and abducting the Oromo nationals! in mass for political reasons. In other words extra judicial killings, detention and lootings are rampant and unbearable to every Oromo. So the past and the current political conditions in the Ethiopian Empire are so hostile for the Oromo to live on their land peacefully. Due to these reasons many Oromo nationals including ourselves have fled and are still fleeing their home country in mass by crossing the borders of the neighboring countries like Moyale, Kenya so as to spare their lives at risk.
Up on our arrival in Kenya, we were registered with the UNHCR B. O. for Kenya in order to get refugee status and durable solutions to our pressing problems. In Nairobi, many of us are denied refugee status and waiting for the reconsideration of our cases; some of are asylum seekers waiting for decision of refugee status determination; some of are given UNHCR mandate letter to stay in Nairobi whereas some others are waiting for family unification process with JVA and INS. In a nutshell, all of us are forced to reside in Nairobi with consent of either the UNHCR JVA or INS, particularly for the following reasons.
B. An Asylum seeker
Asylum seekers are forced to stay in Nairobi by the UNHCR, until they know the
decision of their case. Usually new arrivals/ asylum seekers are given appointment for 3 months for the first time. But if they fail to attend the first appointment date for what so ever reasons, which in most cases are sickness, financial problems and Kenyan police harassment, the appointment is extended for well over a year.
In addition to that, one is mostly given appointment for his decision for not more than three weeks at the beginning. Nonetheless, that is absolutely impractical in actual facts as it is always extended for the next thee weeks or a month and some times it continues like that for the next fifty-or sixty appointments. There are refugees who are destined to attend for a single decision for more than a solid year.
In short then that it should be known that it is the UNHURT status determination process that keeps many Oromo refugees in Nairobi.
C. Nairobi Mandate Holders
It is clear that Nairobi city is harboring thousands of refugees from neighboring regions like Great Lakes, East Africa and the Horn mostly under the UNHUR category of urban refugees.
The Oromo from Ethiopia are amounted to good portion of these types of mandated refugees in Nairobi. Surprisingly, however, all of them are residing together at shaggy, forgotten and dirty corner of the city named Eastleigh.
They became a prey for the Kenyan police and are treated by the Kenyan Government as intruders or foreign criminals. The UNHCR officials have never visit them and so as any other humanitarian organization seems to care about these forgotten, downtrodden creatures and stateless human being.
Ironically, however, both the UNHCR and Goal Kenya have never stopped promising them either to provide them with proper accommodation and other facilities with in Nairobi or giving them a so called minority camp in Kenya other than Kakuma and Dhadhab. There was time when one of the UNHCR protection officer informed Oromo facilitators that the Kenyan government was ready to provide the Oromo with this camp.
D . Family unification cases
There are also hundreds of Oromo refugee residing in Nairobi depending on the remittance from their relatives from countries like USA, Canada, Australia, Norway, New Zealand, Sweden, Germany, etc. Most of these them were in Mombassa camp before it was burnt in 1997 and transferred to Kakuma and Dadaab aftermath. However they could not live there peacefully as many of them became victims of Ethiopian government's agents and some clandestine Ethiopianist organizations like "Yehagar fiqir Ethiopian Andinat" the so called "***** Gaday". As a result, many of them were returned to Nairobi to spare their lives. There are also some refugees whose parents, spouse or guardians were resettled by the UNHCR in the third countries living them in Nairobi.
These types of refugees are economically better than the others for they depend on the remittance from their relatives. However, this scares source of income is also used to be a means livelihood for many other refugees who are mandated, by the UNHCR, to live in Nairobi but without any type of assistance.
Ironically, however, there is time when more than two families of the latter type depend on the income of one family of the former ones. That was perhaps why a Daily Nation reporter told us to observe more than fifteen refugee males and females sleeping in one small room. That was perhaps why lucky Kenyan raiding soldiers (not police) were able to take away thousands of Ksh and US dollars, many grams of precious jewelries, many mobile telephones and other portable mater! ials from a single room. Mind you! based on the excellent experience of their CIDs that the raiding was carefully planned to the end of the month when all the money from the relatives abroad reaches the refugees.
At this very juncture, we would strongly urge you to understand us that a huge sum of money we report to have been taken by the Kenyan army on, May 30, 2002, from our people has left them for months of starvation. Please would you come and see them now. You will observe the agonizing situation those refugees are indulged in now a day
E. A Resettlement Back lock
There are refugees whose files were submitted to the different embassies for resettlement in 2000 and before and who ere interviewed by the respective embassies. Some of them were rejected by the embassies and waiting for resubmission for another embassies for the last two years. But corruption became the main scapegoat for the UNHCR official to defend themselves against refugee's complaints. However, this kind of pretext, only to delay refugee's status or case progress in resettlement should be condemned by the international community and humanitarian Organizations.
III . Reasons Why Oromo Refugees Refrain from going to Kakuma and Dadaab Camps.
The Oromo people are one of the largest ethnic groups in Ethiopia. They are well over 60% of the entire population of the country.
They need self-determination or independence from the Ethiopian Empire owing to the new Ethiopian constitution which states that "the right of every nation and nationalities for self determination up to succession is protected" and the Oromo have been fighting for this vital cause, mainly siding the OLF. Due to this reasons, they became bitter enemy of the minority group the Amhara and of less minority Tigrians who do not want to hear this issue of the Oromos. Even though it is very simple to explain why the majority Oromo become victim of the minority, we neglect the historical depth of the matter only for the sake of confining ourselves to why the Oromo refugees refrain from going to Kakuma and Dhadhab,.
In the first place, both Kakuma and Dadaab are not safe place for the Oromo for the following reasons:
A. They are not situated at a reasonable distance from Ethiopian border and very vulnerable for EPRDF's easy incursions in to them.
B. There is persistent rampant banditry actions in these camps.
C. There are also political agents of the EPRDF's security forces and hidden organizations like 'Ethiopia Andinet Yehagar Fikir Mahbar' who are there to spy, kill, kidnap, attack and harass Oromo nationals in camouflage in co-operation with Ethiopian community and Ethiopian Embassy secretly. Secondly, both the Amhara and the Tigrians who were Ethiopianist ruling tribes during the Imperial and the Dergue regime as well as now-a days do share tribal origin and cultural identity. They are cousins, so to speak. Their contradiction does not go beyond the strife for controlling political and economic power. But they do have many -many common interests against Oromo. For instance when the Amhara were on political Power the Tigrian controlled all major economic spheres and the vice versa. Both do not want to see old Ethiopian Unity (including present day Eritrea) threatened. Both do fight for the supremacy of the Orthodox Christianity. Both are equally the! enemy of the Oromo for more than four centuries. For them the term Ethiopia implies the mighty of Amhara, Tigre and the Orthodox Church in politico-economic hemisphere of the Empire. That is why the Darg soldiers who fought against the Wayane (EPRDF) for the political power but defeated and camped at Kakuma, re-allied with Tigrian Party (EPRDF) when the Eritreans said to have threatened Ethiopian unity. That is why the Darg refugee soldiers at Kakuma hate the Oromo refugee and turned to be deadly enemy of them though both were expelled from their country by the EPRDF. Further more; many Darg commanders camped at Kakuma by the UNHCR were murders of innocent Oromo by accusing them of threatening the so called Ethiopian Unity and many Oromo refugees whom UNHCR is trying to bush to Kakuma are, ironically, families, relatives and friends of those victims. As a result Kakuma and Dadhab, for the Oromo refugees, are not only where their old enemies are well established and capable to take any fatal actions against them but also where the killers of their family are situated. As such for the Oromo, referring them to Kakuma is nothing more than sending them to a death row
IV .A Continues Complaints of the Oromo people to UNHCR B. O. for Kenya. We have been complaints to the UNHCR B. O. for Kenya for the last few year against following issues:
1. Denial of refugee status by rejecting 80% of our genuine cases despite the current hostile political situations in Ethiopia that prove the genuinety of our cases.
2. Denial of durable solutions or resettlement in any safe third country for no reasons.
3. Denial of necessary protection to our life and basic human rights with out any good causes.
4. Denial of safe shelter, necessary supplies, medical treatments and others.
5. Denial of access to UNHCR office in person for legitimate purposes for no reasons.
6. Failure to consider and respond to our written petitions sent by mail or delivered in person.
7. Referrals to unsafe Camps by undermining our security problems including our sick or mentally and physically disabled members despite professional recommendations by Kenya Home Affairs or GOAL.
8. Exposure to refoulment, attack, detention and payment of ransom money to the Kenyan Police.
9. Inclination of repatriation of Oromo nationals as a solution to their problems while in fact it is not so far as Oromia, the homeland of Oromo nationals, is not in peace. Denial of refugee status, denial of resettlement and camp referrals are probably evidences to that effect.
10. Repeated rescheduling of our cases for more than 4 years and long appointments of usually more than 3 months for no reasons.
11. Failure to deal with our cases or to give decisions and failure to notify as of the progress of our cases for no satisfactory reasons.
12. . Irrelevant, provocative and partial interrogation by lawyers.
13. Inhospitality, hatred, abuse and poor service by the staffs.
14. Failure to hold our cases as a confidential matter and revealing the contents of the cases to our political enemies.
15. Irrational action of taking our cases as a hostage and giving of privileges and priorities to the camps exiles in order to force us to the insecure camps.
16. Deliberate misplacing of our documents and telling us 'loss' as a reason for rescheduling
17. Reconsideration or reverting of our cases on false, written or otherwise, information usually supplied by our political enemies in our absence.
18. Reversal of former decisions of acquisition of refugee status and resettlement with out any good cause and remanding of our cases back to the initial interview.

V. The Solutions We had been requesting
1. We repeatedly requested the UNHCR to find us any other safe camp by discussing with the Kenyan Government. Irrespective of repeated promise, by Mr. Sergio Gole, an Assistant Resettlement officer, that both the UNHCR and the Kenyan government were ready to offer new Refugee camps to the Oromo and other minority groups, nothing has been realized in practice, however. In addition, we request the office to give us either any kind of necessary protection or resettlement, to which we are in fact entitled on equal footing with the others, so that we can leave Kenya before we perished by the catastrophic incidents like the following one. Nevertheless all the UNHCR ,Goal Kenya, RCK and the Kenyan Government turned a deaf ear to our pertinent complaints.
Unexpected and Inhuman tragedy of May 30, 2002.
The cause of unexpected and inhuman catastrophic action taken by the Kenyan army against the Oromo refugees is alleged to have been the illegal arrival of two small size air crafts from Somalia and returned back discreetly to unidentified place. The irony, however, is why only the innocent Oromo refugees, who live separately from the Somalis, had been persecuted while those Somalis residents and passengers of those planes were clearly identified, captured by Kenyan police and presented to the court had nothing to do with Oromo refugees. Is it a legality matter? No because so many Ethiopian and other refugees living in Nairobi illegally were unharmed.&n! bsp; Nevertheless, nothing is made by mistake or without plan.
Anyway, the issue is not simple and the causality was so cumbersome and so humiliating. Mothers and sisters were raped in front of their children and siblings. Many have jumped from high buildings and broken their backbones and limbs. Many were missing. Properties amounted to thousands of dollars have been taken. More than 800 hundreds of people were taken to trouble Kenyan jails hundred millions of Ksh was paid to the police to release them. You can imagine the extent of the damage from the following some samples.
Sample of 182 victims of May 30th tragedy: in Nairobi The following very limited sample, which excludes all broken TVs, Radios, other precious household materials and stolen cloths etc, can demonstrate that the only 182 Oromo refugees in Nairobi have lost more than 5.1 million Ksh hard cash, nineteen mobile telephones, 5 photo cameras, 8 watches and more than
1.172 Kg golden jewelries as well as, more than ten women were found to be raped on the same day not to mention those allegedly raped in jail.

Bedri K.Mohammed Part I The background The Oromo people are the single largest nation in the Horn and in East Africa. Historically hey were reach and had developed a kind of democratic culture, embracing all socio-economic and political phenomena, named Gada system. The implication of this system was far reaching that the then Oromo were peace loving, prosperous, well organized and militarily very strong people. As a nation, they were strongly defending their people and territory. Thanks to the incursion of Europeans in to the African territories, as late as the second half of the nineteenth century and most importantly to the Christianity which played decisive role in bringing a sort understanding and religious affiliation between the two colonizers-the Europeans and Abyssinians-that the mighty powers of the Oromo was humiliated by the modern weapons of latt! er and the Oromo were forced to knell down in front of their age long enemy at the same century. Since then, the fate of this once indomitable very indigenous African nation has become a subject of perennial war, famine, persecutions, denial of their identity and expulsions from their inalienable land. The situation has been exacerbated since the Oromo have started national liberation movement, under the leadership of the O.L.F, in 1970s and reached its climax during the Transitional Government of Ethiopia and aftermath. I. Causes of the Exodus of Oromo Nationals in the last three Decades and why they are suffering in Kenya today. The Oromo nation to whom we the Oromo refugees in Kenya belong had been independent and administering itself before the colonial subjugation of Oromia by the narrow nationalist governments of Ethiopian Empire at the end of the 19th century,. However, since the colonial subjugation, the Oromos had lost their territorial independence, freedoms and, all human and democratic rights as well. As a result they have been harassed and humiliated from the past up to the present. To mention some of it, they have been persecuted, slaughtered, abducted, kidnapped, disappeared, detained, tortured, robbed and confiscated of their properties extra judicially for political reasons and, in short, for the mere fact of belongingness to Oromo nation became a crime especially during the Imperial and the Darg reg! ime. After the downfall of the Darg military regime in 1991 and the coming to power of Ethiopian Peoples Revolutionary Democratic Front ( EPRDF) political climate seemed to get better. However, soon after one year one of the prominent opposition parties of the transitional government the OLF withdrew from the charter and all the prospect of having democratic government in Ethiopia drained into calamity. Thus under the guise of pacifying the Oromia region from the OLF, the present ruling party in Ethiopia EPRDF's, declared all out war against the Oromo and started harassments, humilities, and the violation of human and democratic rights are aggravated that EPRDF restlessly and publicly continued slaughtering, detaining, torturing and abducting the Oromo nationals! in mass for political reasons. In other words extra judicial killings, detention and lootings are rampant and unbearable to every Oromo. So the past and the current political conditions in the Ethiopian Empire are so hostile for the Oromo to live on their land peacefully. Due to these reasons many Oromo nationals including ourselves have fled and are still fleeing their home country in mass by crossing the borders of the neighboring countries like Moyale, Kenya so as to spare their lives at risk. Up on our arrival in Kenya, we were registered with the UNHCR B. O. for Kenya in order to get refugee status and durable solutions to our pressing problems. In Nairobi, many of us are denied refugee status and waiting for the reconsideration of our cases; some of are asylum seekers waiting for decision of refugee status determination; some of are given UNHCR mandate letter to stay in Nairobi whereas some others are waiting for family unification process with JVA and INS. In a nutshell, all of us are forced to reside in Nairobi with consent of either the UNHCR JVA or INS, particularly for the following reasons. B. An Asylum seeker Asylum seekers are forced to stay in Nairobi by the UNHCR, until they know the decision of their case. Usually new arrivals/ asylum seekers are given appointment for 3 months for the first time. But if they fail to attend the first appointment date for what so ever reasons, which in most cases are sickness, financial problems and Kenyan police harassment, the appointment is extended for well over a year. In addition to that, one is mostly given appointment for his decision for not more than three weeks at the beginning. Nonetheless, that is absolutely impractical in actual facts as it is always extended for the next thee weeks or a month and some times it continues like that for the next fifty-or sixty appointments. There are refugees who are destined to attend for a single decision for more than a solid year. In short then that it should be known that it is the UNHURT status determination process that keeps many Oromo refugees in Nairobi. C. Nairobi Mandate Holders It is clear that Nairobi city is harboring thousands of refugees from neighboring regions like Great Lakes, East Africa and the Horn mostly under the UNHUR category of urban refugees. The Oromo from Ethiopia are amounted to good portion of these types of mandated refugees in Nairobi. Surprisingly, however, all of them are residing together at shaggy, forgotten and dirty corner of the city named Eastleigh. They became a prey for the Kenyan police and are treated by the Kenyan Government as intruders or foreign criminals. The UNHCR officials have never visit them and so as any other humanitarian organization seems to care about these forgotten, downtrodden creatures and stateless human being. Ironically, however, both the UNHCR and Goal Kenya have never stopped promising them either to provide them with proper accommodation and other facilities with in Nairobi or giving them a so called minority camp in Kenya other than Kakuma and Dhadhab. There was time when one of the UNHCR protection officer informed Oromo facilitators that the Kenyan government was ready to provide the Oromo with this camp. D . Family unification cases There are also hundreds of Oromo refugee residing in Nairobi depending on the remittance from their relatives from countries like USA, Canada, Australia, Norway, New Zealand, Sweden, Germany, etc. Most of these them were in Mombassa camp before it was burnt in 1997 and transferred to Kakuma and Dadaab aftermath. However they could not live there peacefully as many of them became victims of Ethiopian government's agents and some clandestine Ethiopianist organizations like "Yehagar fiqir Ethiopian Andinat" the so called "***** Gaday". As a result, many of them were returned to Nairobi to spare their lives. There are also some refugees whose parents, spouse or guardians were resettled by the UNHCR in the third countries living them in Nairobi. These types of refugees are economically better than the others for they depend on the remittance from their relatives. However, this scares source of income is also used to be a means livelihood for many other refugees who are mandated, by the UNHCR, to live in Nairobi but without any type of assistance. Ironically, however, there is time when more than two families of the latter type depend on the income of one family of the former ones. That was perhaps why a Daily Nation reporter told us to observe more than fifteen refugee males and females sleeping in one small room. That was perhaps why lucky Kenyan raiding soldiers (not police) were able to take away thousands of Ksh and US dollars, many grams of precious jewelries, many mobile telephones and other portable mater! ials from a single room. Mind you! based on the excellent experience of their CIDs that the raiding was carefully planned to the end of the month when all the money from the relatives abroad reaches the refugees. At this very juncture, we would strongly urge you to understand us that a huge sum of money we report to have been taken by the Kenyan army on, May 30, 2002, from our people has left them for months of starvation. Please would you come and see them now. You will observe the agonizing situation those refugees are indulged in now a day E. A Resettlement Back lock There are refugees whose files were submitted to the different embassies for resettlement in 2000 and before and who ere interviewed by the respective embassies. Some of them were rejected by the embassies and waiting for resubmission for another embassies for the last two years. But corruption became the main scapegoat for the UNHCR official to defend themselves against refugee's complaints. However, this kind of pretext, only to delay refugee's status or case progress in resettlement should be condemned by the international community and humanitarian Organizations. III . Reasons Why Oromo Refugees Refrain from going to Kakuma and Dadaab Camps. The Oromo people are one of the largest ethnic groups in Ethiopia. They are well over 60% of the entire population of the country. They need self-determination or independence from the Ethiopian Empire owing to the new Ethiopian constitution which states that "the right of every nation and nationalities for self determination up to succession is protected" and the Oromo have been fighting for this vital cause, mainly siding the OLF. Due to this reasons, they became bitter enemy of the minority group the Amhara and of less minority Tigrians who do not want to hear this issue of the Oromos. Even though it is very simple to explain why the majority Oromo become victim of the minority, we neglect the historical depth of the matter only for the sake of confining ourselves to why the Oromo refugees refrain from going to Kakuma and Dhadhab,. In the first place, both Kakuma and Dadaab are not safe place for the Oromo for the following reasons: A. They are not situated at a reasonable distance from Ethiopian border and very vulnerable for EPRDF's easy incursions in to them. B. There is persistent rampant banditry actions in these camps. C. There are also political agents of the EPRDF's security forces and hidden organizations like 'Ethiopia Andinet Yehagar Fikir Mahbar' who are there to spy, kill, kidnap, attack and harass Oromo nationals in camouflage in co-operation with Ethiopian community and Ethiopian Embassy secretly. Secondly, both the Amhara and the Tigrians who were Ethiopianist ruling tribes during the Imperial and the Dergue regime as well as now-a days do share tribal origin and cultural identity. They are cousins, so to speak. Their contradiction does not go beyond the strife for controlling political and economic power. But they do have many -many common interests against Oromo. For instance when the Amhara were on political Power the Tigrian controlled all major economic spheres and the vice versa. Both do not want to see old Ethiopian Unity (including present day Eritrea) threatened. Both do fight for the supremacy of the Orthodox Christianity. Both are equally the! enemy of the Oromo for more than four centuries. For them the term Ethiopia implies the mighty of Amhara, Tigre and the Orthodox Church in politico-economic hemisphere of the Empire. That is why the Darg soldiers who fought against the Wayane (EPRDF) for the political power but defeated and camped at Kakuma, re-allied with Tigrian Party (EPRDF) when the Eritreans said to have threatened Ethiopian unity. That is why the Darg refugee soldiers at Kakuma hate the Oromo refugee and turned to be deadly enemy of them though both were expelled from their country by the EPRDF. Further more; many Darg commanders camped at Kakuma by the UNHCR were murders of innocent Oromo by accusing them of threatening the so called Ethiopian Unity and many Oromo refugees whom UNHCR is trying to bush to Kakuma are, ironically, families, relatives and friends of those victims. As a result Kakuma and Dadhab, for the Oromo refugees, are not only where their old enemies are well established and capable to take any fatal actions against them but also where the killers of their family are situated. As such for the Oromo, referring them to Kakuma is nothing more than sending them to a death row
IV .A Continues Complaints of the Oromo people to UNHCR B. O. for Kenya. We have been complaints to the UNHCR B. O. for Kenya for the last few year against following issues: 1. Denial of refugee status by rejecting 80% of our genuine cases despite the current hostile political situations in Ethiopia that prove the genuinety of our cases. 2. Denial of durable solutions or resettlement in any safe third country for no reasons.
3. Denial of necessary protection to our life and basic human rights with out any good causes. 4. Denial of safe shelter, necessary supplies, medical treatments and others. 5. Denial of access to UNHCR office in person for legitimate purposes for no reasons. 6. Failure to consider and respond to our written petitions sent by mail or delivered in person. 7. Referrals to unsafe Camps by undermining our security problems including our sick or mentally and physically disabled members despite professional recommendations by Kenya Home Affairs or GOAL. 8. Exposure to refoulment, attack, detention and payment of ransom money to the Kenyan Police. 9. Inclination of repatriation of Oromo nationals as a solution to their problems while in fact it is not so far as Oromia, the homeland of Oromo nationals, is not in peace. Denial of refugee status, denial of resettlement and camp referrals are probably evidences to that effect. 10. Repeated rescheduling of our cases for more than 4 years and long appointments of usually more than 3 months for no reasons. 11. Failure to deal with our cases or to give decisions and failure to notify as of the progress of our cases for no satisfactory reasons. 12. . Irrelevant, provocative and partial interrogation by lawyers. 13. Inhospitality, hatred, abuse and poor service by the staffs. 14. Failure to hold our cases as a confidential matter and revealing the contents of the cases to our political enemies. 15. Irrational action of taking our cases as a hostage and giving of privileges and priorities to the camps exiles in order to force us to the insecure camps. 16. Deliberate misplacing of our documents and telling us 'loss' as a reason for rescheduling 17. Reconsideration or reverting of our cases on false, written or otherwise, information usually supplied by our political enemies in our absence. 18. Reversal of former decisions of acquisition of refugee status and resettlement with out any good cause and remanding of our cases back to the initial interview. .
V. The Solutions We had been requesting
1. We repeatedly requested the UNHCR to find us any other safe camp by discussing with the Kenyan Government. Irrespective of repeated promise, by Mr. Sergio Gole, an Assistant Resettlement officer, that both the UNHCR and the Kenyan government were ready to offer new Refugee camps to the Oromo and other minority groups, nothing has been realized in practice, however. In addition, we request the office to give us either any kind of necessary protection or resettlement, to which we are in fact entitled on equal footing with the others, so that we can leave Kenya before we perished by the catastrophic incidents like the following one. Nevertheless all the UNHCR ,Goal Kenya, RCK and the Kenyan Government turned a deaf ear to our pertinent complaints.
Unexpected and Inhuman tragedy of May 30, 2002.
The cause of unexpected and inhuman catastrophic action taken by the Kenyan army against the Oromo refugees is alleged to have been the illegal arrival of two small size air crafts from Somalia and returned back discreetly to unidentified place. The irony, however, is why only the innocent Oromo refugees, who live separately from the Somalis, had been persecuted while those Somalis residents and passengers of those planes were clearly identified, captured by Kenyan police and presented to the court had nothing to do with Oromo refugees. Is it a legality matter? No because so many Ethiopian and other refugees living in Nairobi illegally were unharmed.&n! bsp; Nevertheless, nothing is made by mistake or without plan. Anyway, the issue is not simple and the causality was so cumbersome and so humiliating. Mothers and sisters were raped in front of their children and siblings. Many have jumped from high buildings and broken their backbones and limbs. Many were missing. Properties amounted to thousands of dollars have been taken. More than 800 hundreds of people were taken to trouble Kenyan jails hundred millions of Ksh was paid to the police to release them. You can imagine the extent of the damage from the following some samples.
Sample of 182 victims of May 30th tragedy: in Nairobi The following very limited sample, which excludes all broken TVs, Radios, other precious household materials and stolen cloths etc, can demonstrate that the only 182 Oromo refugees in Nairobi have lost more than 5.1 million Ksh hard cash, nineteen mobile telephones, 5 photo cameras, 8 watches and more than 1.172 Kg golden jewelries as well as, more than ten women were found to be raped on the same day not to mention those allegedly raped in jail.

This is obviously one of the saddest moments in our history. The paper clearly shows that there is surely a failure from the UNHCR part to listen to the plight of the Oromo refugees.
Meanwhile, we must look into why this happens to Oromos. Has woyane bribed the UNHCR officials? If not, then why does the organization decide to turn its back? We must also re-evaluate our weaknesses.
The way we approach or not approach authorities is not applausible either. First, we assume that authorities or organizations understand our problems automatically. Therefore, there is no need to explain ourselves. Secondly, if we do approach authorities, we behave as though we can get what we want by force as it is our right to do so. Displaying politeness is not in our agenda. Instead, we blame authorities.
We need to realize that organizations are collections of human beings that can be corrupted, manipulated, persuaded etc. They have all the characteristics that humans have.
Thus, the UNHCR can at its own discretion, make some very important decisions that can be detrimental.
Therfore, our refugees need to soften their tones and practise, if necessary, their legal rights to get the services they are entitled to by the International Refugee Laws.
Thus, this paper, itself needs some modification, if we are to submit it to our respective representative. We should avoid the blame words while explaining the UNHCR's failure to listen to Oromos' concerns.
With this in our hands, we will be able to convince the united Nations to grant the Oromo refugees in Kenya a special status. Let us start organizing before the next round up happens. Remember, the Kenyan security forces will continue to rob and harass Oromo refugees because they have a stake in it. Nagaan!
