Neptune, according to mythology, is the brother of
Jupiter. Neptune was given dominion of the seas, and this is
befitting to its watery nature and color. Both Jupiter and Neptune have been credited with being the rulers of the sign Pisces. They are also known as Zeus and Poseidon as well. However, the new school of thought in Astrology associates Jupiter with Sagitarius and Neptune with Pisces.
Neptune relates to our higher intuitive nature, our imagination and artistic side. It is the higher vibration of Venus. Like Uranus, it is beyond Saturn, and sometimes it's strange orbit puts it further away from the sun than even Pluto! This event happens periodically, like all things in the universe. Taking about 165 years to complete one rotation around the sun, it is far removed from our day to day lives, and has more of an influence upon generations of people born during it's approximately 14 year sojurn in each Zodiac sign.
In January 1998, Neptune entered the constellation of Aquarius, marking the official end of the Piscean age (Neptune rules Pisces, and now honors the New Age with Uranus as they move through Aquarius, before Neptune enters it's own rulership in Pisces, around 2012)"
Neptune's effect in the birth chart is to dissolve, to blur, or to creatively inspire with imagination. It can be illusory, or elusive. It governs music, a language indeed, but of a different kind than we normally associate with communication (gemini) because it communicates on the emotional (water) levels. It is the ruler of both Sagitarius and Pisces, like his brother Jupiter.
