Terboven's rule in Norway was characterized by extreme brutality against the Norwegian people and the countrys tiny Jewish community. Originally chosen as Reichskommissar for Norway because of his "toughness", he soon proved an embarrassment to other Nazi leaders, such as Goebbels, who described him in diary entries as "a bull in a china shop" and "the most hated man in Norway."
