Are Lebanese people ill-disciplined by nature?

The way the Lebanese drive, especially scooter drivers is a mess. They don't follow the rules and are not courteous.

Similarly, when there is a queue, every person waiting tries to cross over, and people on the streets throw their garbage everywhere but in trash cans.

I was once returning from France to Lebanon. At the airport while queueing to check in at the MEA counter, a Lebanese lady passed me as if nothing. I told her PARDON MADAME! She apologized straight away and returned to her place on the line. She probably thought I was French and felt ashamed. I am pretty sure that if I had spoken to her in Arabic she would have tried to ignore my comment.
I think the attitude of the Lebanese is greatly affected by the context. We can change attitudes by enforcing rules and using sanctions. It is only a question of will...

Lebanese driving licenses should all be cancelled and everyone should sit for the test again, a real test and repeat it until they pass it. After this mentalities will change...
