"On my School Council agenda is an item about removing one of our bylaws, which reads:

A member ceases to hold office when he or she; has missed three scheduled School Council meetings without proper notice to the Co-Chairs.

When I inquired as to why we would drop this bylaw, I received the following:

As to the bylaw amendment, the Ministry has said that School Councils are no longer allowed to remove people for missing meetings.  This then requires us to remove the item.


Has anyone else heard this from the Ministry?  If so, does anyone have any idea as to what makes this a good idea?"

"I received an updated copy of the School Council Handbook (revised 2002) that clearly states in section 5.6 that reg 612 does not have a provision for removing members.  Like you, we also have a section in our constitution that says that members can be asked to leave if they have missed three or more meetings.  When you only have 8 meetings a year and at least one of them is organizational missing three meetings is obviously a lack of involvement.

I think the spirit of the reg is to avoid conflict.  What our practice is normally, is that if someone has not shown up and there is another parent keen to be on council we appoint that person to council and assume the former is no longer interested especially if they have received repeated calls to attend."
