Ongar
Residents Association Committee (ORAC)
Constitution for 2007 � May
2008.
This is the
constitution for Ongar Residents Association Committee to be known as ORAC for
the purpose of this document. The document specifies the rules and
conditions under which ORAC is to function.
ORAC: Aims;
Vision; and, Philosophy:
The aim of ORAC
is to establish a body that will guide the community into providing a clean,
peaceful and secure living environment and to keep residents informed. Its
vision is to maintain the social and physical environment so that the value of
each property increases and its philosophy centres upon the belief that people
irrespective of race, culture or religion should live together in peace and
harmony with individual privacy valued and individual property protected.
Membership:
Membership
to ORAC is restricted to residents of the Ongar Community with provision to invite members of the Council, Management
Companies and Developers to attend selected meetings.
Voting
Rights:
Each member of
ORAC will have voting rights, one vote per member. Provision for proxy voting is
to be included in this document.
Office
Bearers:
Office bearers
will be Chairperson; Deputy Chairperson; Secretary; Treasurer and other position
deemed necessary by ORAC. Office Bearers are to be elected within two months of
the ratification and acceptance of this constitution and from that date onwards
to be re-elected annually. The role of each Office Bearer is to be ratified by a
General Meeting of ORAC. Should an Officer Bearer relinquish the position
for whatever reason the Chairperson in consultation with one other Office Bearer
will nominate a replacement.
Finances:
If the occasion
arises in which money is collected for a specific purpose such as advertising;
social function or special project an account with the local bank is to be
opened and the Chairperson and one other Office Bearer only can sanction
withdrawals. If the amount of money exceeds the cost of the specific purpose for
which the money has been collected then ORAC is to decide how the balance is to
be used.
Committees:
ORAC will have
the power to form committees and each committee will have jurisdiction over a
specific task. The full meeting of ORAC will have the power of veto over any
committee decision.

1st year�s project of ORAC is
to:
� Pursue developers to provide the service they
are legally bound to produce.

The
Structure and responsibilities of key positions is as
follows:
Chairperson: Chair all meetings, set agendas, organise
meeting dates and rooms, organise meetings with Wallis Property Management,
Fingal Co Council, Manor Park Homes and D15 political representatives to pursue
and finalize projects as stated above.
To be an advocate for ORAC and represent ORAC with a seat in the
commercial committee meetings within Ongar Village or nominate a committee
member. Actively inform community
members of the ongoing need to for unity within our community. Draft constitutions and letters sent to
various organisations on behalf of ORAC � all letters must be proof read by
another member of the committee.
Deputy
Chairperson: Undertake all activities of the
Chairperson in his/her absence. To
be involved at the same level as the Chairperson as specified above and to be
actively involved in implementing tasks and project
management.
Secretary:
The secretary is responsible
for all administrative task relating to minutes, sending emails to the committee
and members of the Ongar community.
Producing the relevant paper work at meetings and following up on all
actions, whilst keeping documented responses. The secretary may undertake any
responsibilities of the Chairperson/Deputy Chairperson in their absence and in
general may be a point of contact in regards to any issue relating to ORAC. The
secretary will be responsible for any public announcements in regards to media
and on the website. Although
committee members may be delegated to take on such matters, all correspondence
must be first submitted and proof read by the secretary, or
chairperson.
Treasurer:
To be responsible for all monies. This will include setting up a bank
account on behalf of ORAC. To have
a clear and understandable record of profit and losses, sponsors, donations and
expenditures. All withdrawals must
be signed off by the Treasurer and 1 other office bearer. They must not be related in marriage or
be a relative. To be accountable for any missing monies whilst in his/her
possession.
Committee
Members: Attend committee meetings regularly. Actively co-ordinate projects with
community members. Act as advocates
for the community of Ongar. To
share and advise the committee on new initiatives and information involving the
projects stated above. Be sworn to
confidentiality, as with all positions within the committee. The overall
committee should never exceed 12 persons.
